23 Completed, 56 On Track
7 Delayed or On Hold (Abolished)
Hapcheon County, Gyeongnam Province, announced on the 27th that it held a status briefing on the implementation of the 2024 first half of the 8th popularly elected administration's pledge projects and directives, presided over by County Governor Kim Yooncheol, in the county office's small conference room.
The briefing was attended by County Governor Kim Yooncheol, heads of departments and affiliated agencies, and all department heads?around 30 people in total. They reviewed the progress of the 8th administration's pledge projects and directives, and discussed issues and improvement measures.
Of the total 86 pledge projects, 23 (26.7%) have been completed or are ongoing after completion, 65 (65.2%) are proceeding as planned, and 7 (8.1%) are delayed or on hold (abolished).
Hapcheon County is holding a briefing session on the progress of the public pledge projects for the first half of 2024 during the 8th elected term.
Among these, the pledge projects completed in the first half of this year include: development of pet-friendly tourist destinations; expansion of support for childbirth encouragement and infants; revitalization of youth cultural centers; expansion of distribution of emergency alarms for the elderly; strengthening of mobile Korean medicine health promotion programs; and improvement of welfare services and expansion of tourism infrastructure through the Yaromyeon town area maintenance project. These are expected to improve the quality of life for county residents.
On the other hand, the Hapcheon Smart Logistics Complex project and the Northern Region Golf Course project, which are delayed, have been postponed due to a lack of private investors amid economic downturns such as rising interest rates. The golf course construction project near the station area is currently in land compensation negotiations. In addition, the Hapcheon County Multipurpose Gymnasium construction project has been slightly delayed from the original plan due to issues such as water supply pipe interference, but construction is proceeding without major setbacks.
The Seosan?Wolpyeong connecting road project, which is linked to the comprehensive development of the KTX station area, was put on hold to reassess local conditions and traffic volume after the project approval notice, with the intention to proceed with the road construction later. The relocation of the Hapcheon Livestock Cooperative electronic auction market was also put on hold due to difficulties in acquiring candidate sites and failure to meet the requirements for lifting the agricultural promotion zone under the Farmland Act. It will be reconsidered in line with the future transfer of national authority to local governments.
The county plans to hold a regular meeting of the Hapcheon County Pledge Evaluation Committee next month and will transparently disclose the progress of the pledge projects to the residents.
Of the 71 directives from the county governor, 62 have been completed so far. Most ongoing directives, such as expanding and legalizing park golf courses and seeking ways to improve and utilize the area around the former Memorial Tower, are expected to be completed once project funding is secured.
Governor Kim stated, "As the 8th popularly elected administration reaches its halfway point, we must now build on our achievements to get closer to residents' lives and provide greater hope through our administration. This briefing should not end as a mere formality, but should lead to more concrete results in pledge projects. I ask for active efforts in this regard."
