Public-Private Partnership to Identify Vulnerable Households: Launching the 'Gangdong Wihaem(for) Project' to Discover Welfare Blind Spots
Establishing Gangdong-gu's Unique Public-Private Cooperation System through Partnership Ceremony and Door Handle Visit Campaign
Gangdong-gu (Mayor Lee Soo-hee) announced that it will promote the ‘Gangdong Wihaem(for) Project’ through public-private cooperation to find hidden vulnerable households in our community that are overlooked in welfare blind spots.
This project is a program where the public and private sectors work together to find vulnerable households in need of help and connect them to customized welfare systems and service support to overcome crisis situations. The slogan was set as ‘Together with Vulnerable Households’ to signify the joint effort in discovering these households.
Not only the Gangdong District Office but also private social welfare facilities, local health and welfare service providers, police stations, fire stations, welfare community leaders, honorary social welfare officers, and all institutions and residents in the community who can identify and support vulnerable households will participate in the project. They will establish a welfare cooperation system, hold a public-private cooperation proclamation ceremony, provide training to mandatory reporters, produce and distribute reporting manuals, and conduct door-handle visit campaigns to build a community-based model for discovering vulnerable households.
First, on the 21st, the district held a proclamation ceremony at the Gangdong Children’s Center to pledge public-private cooperation, marking the start of Gangdong-gu’s new vulnerable household discovery project and strengthening the commitment to discovery.
Last year, the ‘Bangbanggotgot Door-handle Visit Campaign,’ piloted as a specialized project by the Gangdong-gu Community Security Council, successfully identified about 190 households in welfare blind spots. In the second half of this year, along with the resident registration fact-finding survey, 599 welfare community leaders will visit every household in all 18 neighborhoods in the district to discover vulnerable households and distribute door-handle type information leaflets containing emergency welfare call numbers and counseling contacts so that residents can directly request help. This project will be expanded accordingly.
Lee Soo-hee, Mayor of Gangdong-gu, said, “There are limits to identifying welfare blind spots by public institutions alone, so everyone’s attention to neighbors is more important than anything else,” and added, “We will do our best to alleviate the difficulties of those in need through continuous discovery.”
Meanwhile, this year, Gangdong-gu identified a total of 3,486 households through a blind spot discovery system that acquires and analyzes 45 types of crisis information such as power and water cutoffs and health insurance premium arrears, and provided public benefits and welfare services to 668 households.
