Seongnam City Announces Selection Criteria for Bundang New Town Pilot District... 12,000 Households to be Selected

Selection of 12,000 Households as Pilot Districts on November 1st
Resident Consent Rate Scores Highest with 60 Points

On November 1, a total of 12,000 households will be selected as integrated reconstruction complex pilot districts within Bundang New Town. Seongnam City has disclosed five scoring criteria for the designation of pilot districts, including resident consent rate and the necessity to revitalize urban functions.

On the 25th, Seongnam City announced the guidelines for the Bundang New Town pilot district selection contest on its official website.


The Bundang New Town pilot district will be selected for a scale of 12,000 households. This includes 8,000 households set as the standard quantity by the Ministry of Land, Infrastructure and Transport and up to 4,000 households that the city can additionally designate, making it the maximum quantity.


The city also finalized detailed scoring criteria for pilot district selection. These criteria were created after comprehensive review of expert and resident opinions following the Ministry of Land, Infrastructure and Transport’s announcement last month of the first phase new town pilot district selection plan.


According to the city’s contest guidelines, to apply for the contest, residents must obtain consent from more than 50% of all landowners within the area, more than 50% of landowners per complex, and more than 20% of commercial property owners within the area.


The scoring items are ▲resident consent (60 points) ▲urgency of residential environment improvement (6 points) ▲necessity to revitalize urban functions (15 points) ▲ripple effect of redevelopment project promotion (19 points) ▲feasibility of the project (additional 2 points), totaling five categories.


The highest scoring item, resident consent rate, awards 60 points for a consent rate of 95% or higher, and 10 points for a 50% consent rate.


The city’s main evaluation criterion, "necessity to revitalize urban functions," is assessed based on a development plan within 10 pages submitted by the applying complex. Scores are allocated according to detailed items included in the plan such as ▲securing housing for real estate market stabilization measures ▲inclusion of nearby buildings like neighborhood commercial areas ▲combining small complexes ▲long-life housing certification ▲additional public contributions.


The "urgency of residential environment improvement" category evaluates the severity of the current residential environment. Points are allocated at 2 points per item such as parking spaces per household, corridor-style buildings, and PC construction methods. A maximum of 6 points can be awarded.


The "ripple effect of redevelopment project promotion" category applies the Ministry of Land, Infrastructure and Transport’s standards to evaluate the number of housing complexes participating in integrated redevelopment (4 points) and the number of households participating (15 points). This adjustment accounts for the large variance in household numbers between apartment complexes by modifying scores for the number of complexes and households.


The "feasibility of the project" category is a bonus scoring element, granting additional points if a trust company or public entity participates in the project. This aims to minimize delays caused by conflicts with construction companies during redevelopment projects.


Residents wishing to apply for the pilot district contest must prepare the relevant documents and submit them to the city between September 23 and 27. The city will evaluate the submissions and, in consultation with the Ministry of Land, Infrastructure and Transport, will finalize and announce the pilot districts for 12,000 households in November.


Meanwhile, to help residents understand the contest guidelines, the city will hold a resident briefing session on the Bundang New Town pilot district contest guidelines at 2 p.m. on the 29th at City Hall.
