Sacheon City Implements Organizational Restructuring to Strengthen Driving Force of the 8th Civil Administration

Restructuring into an Industry-Centered Organization

Park Dongsik, Mayor of Sacheon City in Gyeongnam, has carried out a major organizational restructuring to realize a comprehensive administrative overhaul in response to the opening of the Space and Aviation Agency, marking the second half of the 8th popularly elected term.


The 'Ordinance on the Establishment of Sacheon City's Administrative Organization' and the 'Ordinance on the Number of Local Public Officials in Sacheon City,' submitted by Sacheon City, were passed as originally proposed at the 276th first regular session of the Sacheon City Council held on the 24th. With this, a new chapter has begun for Park Dongsik's administration in the 8th term.


This organizational restructuring focused on the intensive development of the space aviation industry and marine tourism industry, which will be responsible for Sacheon's future, as well as on increasing citizen convenience through swift and accurate decision-making.

It also reflects Mayor Park's intention to evaluate public officials based on performance.


The city administration will now be industry-centered, with the Space Aviation Bureau and Tourism Marine Bureau placed at the forefront of bureau rankings. This visualizes the city's vision of becoming a space aviation complex city and a marine tourism hub.


The existing four bureaus (Administrative Welfare Bureau, Aviation Economy Bureau, Culture Tourism Fisheries Bureau, Safety City Bureau) have been expanded to six bureaus (Space Aviation Bureau, Tourism Marine Bureau, Administration Bureau, Welfare Environment Bureau, Citizen Safety Bureau, Urban Construction Bureau).


In addition, with the diversification of administrative environments and demands, and the growing importance of swift yet accurate decision-making, each bureau has been reduced from 6-7 divisions to 4 divisions, expanding the scope of direct management for bureau directors over key projects.


This is related to the amendment of the 'Regulations on the Standards for Administrative Organizations and Staffing of Local Governments' on March 29, which abolished previous restrictions on the number of bureau-level organizations based on population size. It reflects the trend of expanding local autonomy in organizational structure.


This restructuring also includes adjustments at the division level.


The Culture and Sports Division will be separated into the Culture and Arts Division and the Sports Promotion Division, aiming to enhance expertise in areas that greatly impact the quality of life in the city.


The Land Management Division, previously under the Aviation Economy Bureau, will now belong to the Administration Bureau, and the Tourism Promotion Division will be renamed the Tourism Policy Division.


The 'Corporate Support Team' under the Space Aviation Division will be transferred to the Investment Attraction and Industrial Complex Division due to business relevance, and a new 'Space Industry Team' will be established. This team will be responsible for formulating space industry development plans, building a space industry cluster, fostering industry-academia-research cooperation, attracting related organizations and companies, and supporting the discovery of new space industry businesses. The city plans to assign a specialist to this position by designating it as a professional post.


Additionally, a 'National Heritage Team' will be established to strengthen the enjoyment and promotion of cultural assets, and a 'Sports Marketing Team' will be created to promote the city through attracting off-season training camps and similar activities.


Meanwhile, the city expects that the increase in grade 4 and grade 6 positions through this restructuring will revitalize the organization, which has been stagnant due to personnel bottlenecks.


Mayor Park Dongsik stated, "This organizational restructuring was focused on securing the driving force to move forward as a space aviation complex city and a marine tourism hub," adding, "We will thoroughly pursue various key projects that can strengthen Sacheon's core competencies."
