A 'dedicated public official for private companies' will be newly established to support businesses with tasks such as permits and approvals. The dedicated public official will be directly dispatched to private companies to carry out cooperative projects with administrative agencies and local governments.


On the 25th, the Ministry of the Interior and Safety announced that the revision of the "Local Public Officials Appointment Decree" and related laws containing these details passed the Cabinet meeting on the same day. This legislation was prepared as a follow-up measure to the "Measures to Create Conditions for Concentration of Public Officials' Work" announced last March.


Under current laws, private companies are not included as dispatch targets for local public officials, but this system was established due to the increasing need for cooperation and personnel exchange between local governments and companies. With the establishment of the dedicated public official system for private companies, the dedicated officials will work at private companies either through business trips or designated workplaces, handling various administrative procedures such as approvals and permits related to investment attraction required by companies, as well as cooperative projects between local governments and companies.

To activate personnel exchanges, promotion and allowance incentives for personnel exchangers will be expanded. Under current laws, only one-third of the dispatch period was recognized as the exchange period, but now the entire exchange period can be additionally reflected. In particular, personnel exchangers will be guaranteed a performance bonus grade A unless there are special reasons, and they will be able to receive both housing subsidies and exchange support allowances.


In addition, to foster a clean public service culture, restrictions will be set for positions handling money and approval/permit tasks. These positions will have a maximum working period of three years and will be restricted from being designated as specialized positions.


Protection measures for public officials suffering from 'malicious civil complaints' will also be strengthened. Public officials affected by malicious complaints will be allowed to be transferred even within the mandatory assignment period. In principle, transfers between departments are regulated to be at least two years, and transfers within divisions or bureaus are regulated to be at least one year.


For public officials with more than two years of experience in the disaster safety field, it will be easier to get seniority promotions. The promotion multiplier range will be exempted, and preferential treatment will be applied when transferring to desired positions. Additionally, 'disaster and safety management field' will be added as a special promotion reason.


Furthermore, a basis will be established to allow payment of risk work, special work, and special area duty allowances to practical trainees as well.
