Active Administration Contest Awards 'Mokdong Greenway' Best Prize for Upgrading Public Green Spaces
Special Promotion Incentives Provided to Presidential Award Winner for Free Transport Service for Reservists
Yangcheon-gu (Mayor Lee Gi-jae) announced that it held the ‘2024 First Half Active and Innovative Administration Best Practices Competition’ and selected a total of three outstanding cases, including the ‘Mokdong Greenway Development Project (Reorganization of the District Unit Plan for the Seoul Mokdong District Housing Development Project).’
The Active and Innovative Administration Best Practices Competition has been promoted since 2019 to share excellent cases where public officials actively and innovatively carried out their work to achieve tangible results for residents, thereby fostering the development of organizational culture.
This year, the district received a total of 13 active and innovative administration best practice submissions and conducted a public vote through the ‘National Idea Box’ and an internal staff vote using the administrative network for 10 days starting from the 29th of last month to reflect the opinions of residents and employees. As a result, a total of 1,466 people participated in the vote, including 1,062 citizens and 404 employees.
The grand prize was awarded to the ‘Mokdong Greenway Project,’ which creates a public green space connecting the park above Gukhoe-daero and Anyangcheon Stream. In March, the related content was conditionally approved at the 4th Seoul City Urban and Architectural Joint Committee review, achieving a zoning upgrade that had been a long-standing wish of residents in Mokdong Complexes 1 to 3 for 20 years since the zoning sub-classification in 2004. The district pioneered a ‘third solution’ by proposing an open public green space instead of public rental housing in the form of a donation, thereby resolving the zoning upgrade issue.
This was the result of continuous analysis by the district to minimize resident damage caused by the zoning upgrade while meeting Seoul City’s zoning upgrade standards. In the process, the Mokdong Complexes 1 to 3 Zoning Upgrade TF team was launched, actively collecting field opinions through policy meetings chaired by the mayor, expert consultations by sector, discussions with related Seoul City institutions, resident hearings, and holding resident briefings for each complex. Recognized as a leading example of public contribution linked to policy, this achievement introduced a new concept of redevelopment for aging large-scale urban areas through proactive administration, enhancing the status of the district, and was selected as the grand prize winner of this competition.
The excellence award went to the ‘Installation of Rainwater Inlet Location Notification Stickers Project,’ which attaches notification stickers to over 1,300 rainwater inlets along major roads to allow quick identification and establish a rapid drainage system to prevent safety accidents during heavy rain. The encouragement award was given to the ‘Introduction of Safe Design for Pedestrian Crossing Vehicle Entrances and Exits,’ which applies highly visible designs to vehicle entrances and exits crossing sidewalks to ensure pedestrian safety.
Additionally, the district decided to grant special promotions to public officials who received the Presidential Award for exemplary cases improving mobility for local reservists through a free shuttle bus service for training camp access. Outstanding public officials awarded in this competition will receive personnel incentives such as bonus leave and prize money.
