Seo-gu, Gwangju Metropolitan City (Mayor Kim Ikang) has established a collaborative system with the Western Police Station (Chief Jang Myungbon) to respond swiftly and strongly to malicious civil complaints.
According to Seo-gu on the 19th, the two organizations recently signed a business agreement at the Seo-gu Office to actively respond to the rapidly increasing malicious complaints and protect civil complaint officers under the theme of "Kind City Seo-gu, Zero Malicious Complaints."

Based on this agreement, the two organizations will establish a cooperative system to eradicate malicious complaints by ▲building close connections between the district office, 18 dong administrative welfare centers, and the Western Police Station ▲cooperating in the use of emergency bell facilities for a safe working environment ▲immediate dispatch in case of illegal acts or malicious complaints.
Kim Ikang, Mayor of Seo-gu, said, “We will respond strongly with a zero-tolerance policy against illegal acts by malicious complainants that threaten the safety of public officials. We will organize the system so that malicious complaints cannot take root in Kind City Seo-gu.”
Jang Myungbon, Chief of the Western Police Station, stated, “We will work closely with Seo-gu from now on and do our best to create a safe Seo-gu.”
Before the agreement ceremony, the two organizations conducted a joint emergency drill to protect civil complaint officers from illegal acts such as verbal abuse and assault during malicious complaints and to improve the employees’ emergency response capabilities.
The drill was conducted assuming real situations in the order of complaint reception and mediation attempts according to the manual for each situation, on-site recording with portable wearable cameras, emergency bell calls, evacuation of affected officials and general visiting complainants, and police dispatch to restrain complainants.
Seo-gu is carrying out various activities to protect civil complaint officers, including ▲enacting ordinances for the protection and support of complaint handlers ▲installing safety partitions throughout the civil complaint office ▲distributing 38 portable wearable cameras ▲installing CCTV and operating 25 emergency bells in the complaint office ▲supporting medical expenses for employees affected by special complaints ▲and implementing the employee stress management program “My Mind Doctor by My Side.”
In addition, Seo-gu plans to actively take legal action against illegal acts and obstruction of official duties in the future and is reviewing practical response measures such as operating a malicious complaint response team and rotating security guards at dong administrative welfare centers.
