Comprehensive Social Welfare Center to Establish Cooperative Network with Single-Person Household and Youth Support Agencies, and Psychological Support Specialists... Plans for Basic Survey to Identify Reclusive Individuals, Operation of Online and Offline Counseling Services, Promotion Campaigns, and Awareness Improvement Education
Eunpyeong-gu (District Mayor Kim Mi-kyung) announced that it has established a basic plan to support reclusive individuals and is promoting support projects for young people aged 19 to 39 who are experiencing difficulties due to isolation and seclusion.
In September 2021, Eunpyeong-gu enacted the "Reclusive Individual Rehabilitation Promotion Ordinance." In April of this year, it hired dedicated personnel for the project, the first among local governments, to operate the project in earnest. The district benchmarked excellent cases, conducted surveys of local resources, and held public-private education sessions and departmental project sharing meetings to support reclusive individuals.
Starting in July, a cooperative network will be established with comprehensive social welfare centers, single-person household and youth support organizations, and psychological support specialized institutions to help reclusive individuals recover their daily lives and participate in society.
This is being carried out to establish a step-by-step support process including discovery, counseling, linkage, and assistance.
Additionally, Eunpyeong-gu is conducting a basic survey to identify reclusive individuals, operating online and offline counseling channels, and running promotional campaigns.
In October, awareness improvement education is planned, and next year, the scope of support will gradually expand through one-on-one case management and pilot project operations.
Kim Mi-kyung, Mayor of Eunpyeong-gu, stated, “We will take the lead in establishing a continuous customized support system for reclusive individuals to help them escape isolation and seclusion and return to society.”
