Adopting Public Green Spaces for Joint Public-Private Management

A case of ‘Green Space Adoption,’ where public green spaces that were difficult to utilize and manage due to their remote locations are co-managed by the private sector, has emerged in Seoul. The purpose is to maximize the efficiency of using urban green spaces as places for residents’ rest or community activities.
Seocho-gu (Mayor Jeon Seong-su) announced on the 29th that it has recently signed the first Green Space Adoption agreement with the Catholic Archdiocese of Seoul’s Seocho-dong Cathedral, implementing the ‘Green Space Adoption System’ for the first time in Seoul.
The ‘Green Space Adoption System’ is a system where green spaces managed by public institutions are adopted and managed by local organizations and groups. Under this system, underutilized facility green spaces are maintained through public-private cooperation so that residents can use them as green spaces.
The first green space adoption target is a facility green space near Seocho-dong Cathedral, covering an area of approximately 2,400㎡ (726 pyeong). Through this agreement, Seocho-gu plans to complete maintenance work on the facility green space by August this year. The district will support supplies and maintenance activities necessary for green space upkeep within the budget. The agreement period is five years.
Seocho-dong Cathedral will carry out green space maintenance activities such as trash collection, watering, and patrols. In consultation with the district, cultural events, sculpture and art exhibitions, and other activities will also be held in the facility green space.
Seocho-gu plans to further review additional green space adoptions such as the Yangjae Streamside facility green space (Yangjae Stream commercial area) and Rendezvous 9 (Gangnam Station commercial area) to continuously expand the ‘Green Space Adoption System.’
Mayor Jeon Seong-su said, “We will eliminate blind spots in the management of facility green spaces scattered throughout Seocho-gu and create pleasant urban green spaces through public-private cooperation.”
