Promise as a Counterpart to Incentives Such as Relaxation of Distance Between Buildings
Gradual Opening Starting with Sky Community
8,047㎡ Scale Including Library and Childcare Center
Seocho-gu "Adding Publicness, Sharing Benefits of Maintenance Projects"
Some facilities in the community of the Raemian One Bailey apartment complex in Banpo-dong, Seocho-gu, Seoul, will be gradually opened to local residents who do not live in the complex starting next month.
According to Seocho-gu on the 28th, a total of 13 locations covering an area of 8,047㎡ will be opened based on agreements among stakeholders. These include the ▲Local Community Support Center ▲Local Club Room ▲Childcare Center ▲Reading Room ▲Study Cafe ▲Library ▲Small Library ▲Book Cafe ▲Sky Community ▲Event Hall ▲Local Culture Center ▲Local Startup Center ▲Local Health Center.
Raemian One Bailey promised to open its public community facilities to outsiders as a condition for receiving incentives such as relaxed distances between buildings when it was designated as a special architectural zone in 2017. However, the opening was delayed due to reasons such as the selection of facility operators after its completion in August last year.
In this regard, Seocho-gu has reached an agreement through continuous coordination with the reconstruction association and the residents' representative council over the past 10 months. On the 27th, a four-party agreement was signed among Seocho-gu, the Raemian One Bailey Residents' Representative Council, the Shinbanpo 3rd & Gyeongnam Apartment Housing Reconstruction Maintenance Project Association, and Hansol I-Kium to open the community facilities.
The opening will begin with the Sky Community, which offers views of the Han River, and proceed in phases. Following the nationwide first case in 2018 when Banpo Acro River Park’s resident shared facilities were opened to outsiders, this is the second such case in Seocho-gu.

Seocho-gu expects that the opening of these community facilities will contribute to the development of the entire city into a better place to live by allowing not only the residents but also the surrounding neighbors to share and enjoy the benefits of the maintenance projects. Local residents who wish to use the facilities will be subject to the same conditions as residents except for usage fees.
Jeon Seong-su, Mayor of Seocho-gu, said, “Through this agreement, I hope that residents and neighboring residents can conveniently use the community facilities together and enjoy the Han River infrastructure and pleasant living environment.” He added, “We will continue to make efforts to add public value to reconstruction and other maintenance projects so that many residents can share the benefits of these projects.”
