Review on Land Parcel Subdivision for Sado 1 Plot in Myeonmok 3·8-dong Deferred

The Moa Town projects in Myeonmok-dong, Jungnang-gu, and Moa Housing projects in Hwagok-dong, Gangseo-gu, and Mok-dong, Yangcheon-gu, totaling eight locations, have passed the Seoul city review. The Beondong project site in Gangbuk-gu, the first Moa Town, saw a reduction in the number of rental housing units as tenant loss compensation regulations were applied for the first time.

On the 28th, Seoul City announced that at the 7th Small-scale Housing Maintenance Integrated Review Subcommittee, a total of eight integrated reviews were passed, including Moa Town in Myeonmokbon-dong, Jungnang-gu, and Moa Housing in 756-1 Mok-dong, Yangcheon-gu.


Five Moa Town Sites in Myeonmokbon-dong Reborn with a Total of 1,381 Households

The area around Myeonmok Station on Line 7, specifically 297-28 Myeonmokbon-dong, Jungnang-gu, is being developed into five Moa Town sites, reborn with a total of 1,381 households. The Myeonmokbon-dong project site was designated as a Moa Town in August last year. The plan was revised while establishing detailed management plans this time.


With this Moa Town designation, upon completion of the five Moa Housing projects, the project site will increase from the existing 1,267 households to 1,381 households, an increase of 114 households. The zoning area will be upgraded from Type 2 (up to 7 floors) to Type 3 general residential area.

In connection with the adjacent Moa Town (Myeonmok-dong 63-1) and maintenance zone (Myeonmok-dong 69-14) plans, the width of Gyeomjae-ro 54-gil will be expanded to improve the pedestrian environment. To secure resting spaces lacking near Myeonmok Station, a small park will be newly established. Gyeomjae-ro 54-gil and Myeonmok-ro 66-gil have been designated as street activation facility sections to accommodate insufficient local living service facilities (such as libraries and shared-use facilities).


150 Households Built in Hwagok-dong 817 Area and 159 Households in Mok-dong 756-1 Area

The area of 817 Hwagok-dong, Gangseo-gu, will be developed into three buildings with 150 households (including 15 rental housing units) through a street housing maintenance project (Moa Housing). The floor limit in the Type 2 general residential area is relaxed from up to 7 floors to 11 floors. The floor area ratio was increased from 200% to 225% due to the construction of rental housing. On the first floor, community facilities such as a senior center, children's playground, and exercise facilities will be installed. The integrated review subcommittee re-examined the project implementation plan, which was deferred at the end of last year, and required improvements such as public pedestrian pathways.

The area of 756-1 Mok-dong, Yangcheon-gu, will be developed into one building with 159 households (including 29 rental housing units) from basement level 2 to 15 floors above ground. This project is being carried out as an LH (Korea Land and Housing Corporation) participatory street housing maintenance project. The floor limit in the Type 2 general residential area (up to 7 floors) has been relaxed to 15 floors. The floor area ratio increased from 200% to 250% due to the construction of rental housing. The target completion year is 2027.


Responding to the main street, a complex-type building combining low-rise and high-rise structures is planned in a T-shape for a three-dimensional layout. An internal courtyard-type outdoor space will be created, and community facilities such as study rooms and commercial spaces will be arranged linearly along the 6-meter road to activate the street. The project implementation plan for the Mok-dong 756-1 area was conditionally approved in August last year and was conditionally accepted again at this integrated review subcommittee.

First Moa Town in Beondong, Gangbuk-gu Applies Tenant Loss Compensation

Additionally, the first Moa Town project site in 429-114 Beondong, Gangbuk-gu, applied tenant loss compensation, resulting in a relaxation of the rental housing ratio. The project implementation plan was revised to reduce a total of 38 rental housing units to allow for general sales.


Previously, Seoul City amended the 'Seoul Vacant House and Small-scale Housing Maintenance Ordinance' in October 2022 to allow tenant loss compensation under the Land Compensation Act for Moa Housing (street housing maintenance type) projects promoted within Moa Towns. The Beondong Moa Town Moa Housing (five sites) is the first case to apply this.


Among 844 tenants, 487 tenants who lived there from three months before the establishment approval date of the association or from the association establishment approval date to the project implementation plan approval date, who are eligible for business loss compensation, will receive 7.2 billion KRW in loss compensation. 93% of the owners and tenants of the five Moa Housing sites have completed relocation. Construction is planned to start in August and be completed by the end of 2026.


Myeonmok 3·8-dong Moa Town 'Road Share Splitting' Review Deferred

The integrated review subcommittee decided to defer the management plan for the Moa Town in 44-6 Myeonmok 3·8-dong, Jungnang-gu, to prepare measures against the splitting of private road shares. In the project site, one company purchased one private road parcel and split the shares among eight people for trading. To prevent speculative activities involving private road share trading within Moa Town, the management plan draft must be supplemented to ensure no development profits arise.


Unlike redevelopment that completely renovates the entire area, Moa Town can designate project areas while maintaining existing roads as much as possible. Parcels with private road share trading will be excluded from the project implementation area or designated as urban planning facilities to prevent development profits from going to cash settlement recipients due to increased road acquisition costs during sale claims.


Seoul City plans to take strong measures during the management plan establishment process to prevent development profits aimed at cash settlements in other Moa Town target areas where private road share trading parcels exist. Seoul City stated, "Special caution is required not to be misled by companies encouraging private road share trading under the pretext of Moa Town."
