In a memorial post on Facebook, Jo said, "The targeted investigations and biased unfair investigations that former President Roh faced 20 years ago continue to this day."

He continued, "I know what it means to be confined and to be publicly shamed by the prosecution and the media," adding, "Prosecutors resisted reform, mocked and ridiculed it, and retaliated through investigations."

He further stated, "Former President Roh had hope that the prosecution could relinquish power and become a true institution serving the people, and he worked to help the prosecution find its proper place, but that goodwill was met with malice," and questioned, "Where are the prosecutors who intimidated former President Roh back then, and what are they doing now?"

He then emphasized, "They wield a soft glove against themselves but a heavy stick against the opposition," and said, "We have no choice but to amend the Constitution and laws. We will complete prosecutorial reform in the 22nd National Assembly."
