An Additional 1,627 Jeonse Fraud Victims Recognized...Total Now 17,060

The Ministry of Land, Infrastructure and Transport announced on the 23rd that during the three full meetings of the Jeonse Fraud Victim Support Committee held over the past month, a total of 2,174 cases were reviewed, and 1,627 cases were finally approved as Jeonse fraud victims.

Specifically, there were 1,627 approved cases, 300 rejected cases, 57 dismissed appeals, and 190 cases excluded from application. The excluded cases were eligible for full deposit refunds through guarantee insurance or priority repayment, while the rejected cases did not meet the requirements.


Among the submitted cases, there were a total of 131 appeals, of which 74 were re-approved as Jeonse fraud victims after additional verification of eligibility. To date, a total of 1,425 appeals have been received, with 725 accepted and 659 dismissed. The remaining 41 cases are under review.


The committee has cumulatively finalized 17,060 cases as Jeonse fraud victims. A total of 819 cases were approved for urgent suspension requests for public and private auctions.


As of the end of April, the number of support cases for housing, financial, and legal procedures for Jeonse fraud victims totaled 10,452. Among them, 259 Jeonse fraud victims utilized their preemptive purchase rights (as of March 18) to successfully bid on Jeonse fraud victim houses at public and private auctions. Refinancing loans, which allowed switching existing Jeonse loans to low-interest loans, were used by 1,513 people (totaling 210.9 billion KRW).


There were 160 cases where nearby public rental housing was provided to victims, and 305 cases of emergency housing support were recorded. Korea Land and Housing Corporation (LH) plans to purchase 60 houses at public and private auctions by acquiring the victims’ preemptive purchase rights.


Tenants who received a notice of non-recognition or were determined as Jeonse fraud victims can file an appeal, and even if the appeal is dismissed, they can seek relief through reapplication if circumstances change in the future.


Tenants suffering from Jeonse fraud can apply for victim determination at the city or provincial office with jurisdiction over their residence. Once determined as victims through committee resolution, they can receive guidance on support measures through the Housing and Urban Guarantee Corporation (HUG) Jeonse Damage Support Center (in-person and phone) and its branches (in-person).
