Kwonikwi: "Highway Toll Fees for Rental Vehicles Used by Disabled Persons Should Also Be Reduced by 50%"

Additional Tax Reduction Amount Expected to Be Approximately 370 Million Won

It has been determined that even when a person with a disability leases a vehicle, they should be included in the 50% discount 대상 for highway tolls.

On the 22nd, the Anti-Corruption and Civil Rights Commission recommended that the Ministry of Land, Infrastructure and Transport improve the system so that toll discounts are applied even when a person with a disability uses a vehicle leased or rented for more than one year, similar to vehicles owned by persons with disabilities.

Person A with a disability filed a grievance requesting a 50% discount on highway tolls even when using a leased vehicle due to economic difficulties. According to current law, vehicles owned by persons with disabilities, compact cars, and vehicles owned by national merit recipients are eligible for a 50% discount on highway tolls.

The Commission's investigation confirmed that the issuance of parking permits for disabled parking spaces, aimed at facilitating mobility for persons with disabilities, includes not only vehicles owned by persons with disabilities but also leased vehicles. Therefore, it was judged that there is no reason to treat leased vehicles differently from owned vehicles.

The Commission noted that as of last year, including approximately 6,300 leased vehicles for persons with disabilities in the toll discount program would result in an additional discount amount of about 370 million KRW, which is not considered a significant financial burden.

Kim Tae-gyu, Vice Chairman of the Commission, stated, “This decision aligns the scope of persons with disabilities eligible for parking permits issued by the Ministry of Health and Welfare with those eligible for toll discounts by the Ministry of Land, Infrastructure and Transport,” adding, “We will continue to develop reasonable system improvements on a whole-of-government basis.”
