Full Implementation Across Jeonbuk Province Starting June After May Pilot Operation

The Jeonbuk Special Self-Governing Province Police Agency (Chief Im Byeong-suk) announced on the 21st that it will fully implement the rapid access system for apartment building entrances, 'Pol-Pass,' targeting multi-unit residential complexes in the province starting next month to secure the golden time in urgent reporting situations.

According to the provincial police agency, to prevent situations where the golden time is missed due to delays in accessing apartment building entrances and the resulting secondary damage, measures have been prepared starting with field investigations last year, leading to the promotion of Pol-Pass. As of last year, there are 1,682 apartment complexes with 450,965 households in the province, and annual 112 emergency calls related to apartments reach about 28,000. Crimes and issues within multi-unit residential complexes have been continuously increasing.

Pol-Pass is a system built to enable rapid access to apartment building entrances within local police jurisdictions using a sticker-type tag or credit card-type RF card embedded with RFID technology. It is expected to greatly help enhance police field response capabilities by reducing unnecessary time spent on-site access.

RFID (Radio Frequency Identification) is a recognition system that reads stored data on tags, labels, or cards embedded with semiconductor chips wirelessly using radio frequencies without contact.

Since early May, Jeonbuk Police have been conducting a pilot operation targeting 11 apartment complexes in Deokjin-gu, Jeonju City. Compared to similar cases implemented by other agencies around the same time, it has been evaluated as low-cost with high portability and security.

A police officer at a pilot area police box said, "There was a suicide incident in an apartment, and the delay in accessing the building entrance made the situation critical," adding, "If such a system is established, both police officers and residents will be highly satisfied." A resident in the same area also said, "If police officers can provide help even a minute or second faster, it gives peace of mind, so we actively welcome it."

Meanwhile, Pol-Pass will be expanded to all apartments in Jeonbuk Province in June, and from July, the application scope will gradually extend to crime-vulnerable areas such as one-room apartments, multi-family houses, and officetels.

A Jeonbuk police official stated, "We will continue to strive tirelessly from the residents' perspective to be a reliable police force for the community and improve any issues."
