Mapo-gu (Mayor Park Gang-su) has established a special public service counter exclusively for seniors aged 75 and over, called the ‘Hyo Counter’.
Mapo-gu, which has been implementing differentiated administration from other local governments to practice filial piety, is now operating the ‘Hyo Counter’ at all 16 community service centers and the district office’s comprehensive civil service center.
Although issuing documents has become easier through Government24 and unmanned civil service kiosks, seniors who are not familiar with the internet and kiosks still have to visit community service centers or other government offices in person for even a simple document, often waiting a long time when there are many visitors.
In response, Mapo-gu has created the ‘Hyo Counter’ to help seniors visiting community service centers and the district office’s comprehensive civil service center receive priority service. Along with this, a ‘Hyo Bell’ has been installed to ensure prompt response and convenience for seniors.
When the ‘Hyo Bell’ at the ‘Hyo Counter’ rings, not only the civil service staff but also team leaders, community center heads, and department heads come out first to assist. The staff member who responds identifies the purpose of the senior’s visit and connects the senior with the relevant staff to promptly resolve the civil service request.
Furthermore, if there are any documents that need to be brought or filled out, the staff will review and assist with document preparation together to ensure a one-stop civil service solution so that seniors do not have to make multiple trips.
Mapo-gu expects the ‘Hyo Counter’ to play a significant role not only in enhancing convenience for seniors but also in fostering a social atmosphere that respects and honors them. The district plans to actively request cooperation from related organizations within the area that have civil service counters to operate the ‘Hyo Counter’ as well.
Meanwhile, Mapo-gu is operating the nation’s first ‘Resident Participation Filial Piety Meal’ and ‘Filial Piety Lodging Senior Center’ to ensure seniors’ lives without isolation and guarantee a basic standard of living. Additionally, to widely spread filial piety culture, the district continues to practice the ‘Hyo School,’ ‘Filial Piety Vacation,’ and ‘MeonMeonDay’ (where the person who sees first greets first) series, opening a new horizon in filial piety administration.
Park Gang-su, Mayor of Mapo-gu, said, “Seniors who are not familiar with digital devices endure the inconvenience of having to visit government offices even for a simple document, which led to the operation of the ‘Hyo Counter.’ Mapo-gu will prepare and actively promote various welfare projects with the mindset that ‘everyone is a parent, and everyone is a child’ for the convenience of seniors.”
