Jeon Seung-il, a member of the Seo-gu Council in Gwangju Metropolitan City, announced on the 15th that he proposed the "Pleasant Yang3-dong Balsan Neighborhood Park" during a 5-minute free speech at the 2nd plenary session of the 321st extraordinary meeting on the 14th.
Councilor Jeon stated, "The Balsan Neighborhood Park in the area of Yang-dong 406, which was purchased by Gwangju City to be developed as a park, is causing inconvenience to nearby residents to the extent that they cannot open their windows due to garbage and foul odors," adding, "Along with illegal farming and abandoned garbage, there are risk factors such as nearby vacant and abandoned houses that could be used as crime spots by youths."
Furthermore, Councilor Jeon emphasized, "It is urgent to address these risk factors before the park construction begins," and requested, "If it is difficult for the city to manage the site directly, please delegate the site management authority to Seo-gu." He also mentioned the need to develop the park as a garden managed by a community of residents through participation, designed as a dog-walking course and barefoot path within the urban area.
In addition, he pointed out that although there is a parking lot owned by the Korea Asset Management Corporation (Emco) in the area of Yang-dong 406-1, the gate is firmly closed, making it difficult for fire trucks to enter due to parked vehicles on both sides of the nearby road. He concluded his remarks by requesting the creation of parking space by utilizing the vacant lot next to the parking lot as a temporary parking area to resolve nearby parking issues and enable smooth fire truck access.
