Busan City Launches Blockchain-Based Integrated 'Citizen Platform Pilot Project' Service

Public Services Including Policy Funds Based on 'Digital Citizen ID' Provided on a Single Platform

On the 14th at 3 PM, Busan City will hold the launch ceremony for the ‘Blockchain-based Integrated Citizen Platform Pilot Project’ at the Deullak Deullak on the first floor of City Hall and commence the service.

Attending today’s event are Mayor Park Hyung-jun, City Council Chairman Ahn Seong-min, Superintendent of Education Ha Yun-su, and BNK Financial Group Chairman Bin Dae-in, among others.


The event will proceed in the order of greetings, congratulatory speeches, introduction of the integrated citizen platform pilot project, issuance and delivery of the first digital citizen ID, delivery of multi-child education support points, viewing of a support video for the citizen platform, pressing the open button, and commemorative photo session.


The ‘Blockchain-based Integrated Citizen Platform’ is a digital public platform that integrates financial, private, and public services using blockchain technology. It is a project led by Busan City to pioneer the public service platform market.


The core of this project is to provide various public services such as policy fund support based on the issuance of a ‘Digital Citizen ID’ that enables DID-based identity verification through a non-face-to-face qualification verification service.


DID (Decentralized Identity) is an electronic identification system that manages identity information distributed across an individual’s device.


The main services include ▲Digital Citizen ID (blockchain-based digital identity verification) ▲Policy Fund Support (Multi-child Education Support Points, Youth 10,000 Won Culture Pass) ▲15-Minute City Living Area Map (providing information on public facilities and events around personal living areas based on maps) ▲15-Minute City Shared Community (Busan theme news, public facility guidance/reservations, citizen communication board), offering integrated services that citizens can use all on one platform.


In particular, by using the policy fund support service, users can conveniently apply for and use policy funds all in one mobile app through a one-stop process. The policy funds include the ‘Multi-child Education Support Points’ (300,000 KRW for two children, 500,000 KRW for three or more children) provided to multi-child families, and the ‘Youth 10,000 Won Culture Pass’ which offers cultural performance viewing benefits up to 110,000 KRW for youth residing in Busan. The ‘Multi-child Education Support Points’ will be available from May 20, and the ‘Youth 10,000 Won Culture Pass’ from July 1.


Additionally, the ‘15-Minute City Living Area Map’ divides Busan into 62 living areas and provides information on public facilities based on maps, allowing easy reservation of nearby public facilities’ education and lectures, and enabling free communication and feedback among communities, making it a groundbreaking service.


The ‘Integrated Citizen Platform’ service will be available from the 14th through the Dongbaekjeon app. The city plans to verify the effects of this pilot project in advance and promote the main project this year as a private investment-type software project (profit-oriented business model), building a platform with user convenience comparable to private services.


The profit-oriented business model is a project method that recovers the entire project cost through business revenue and is scheduled to proceed after a feasibility study by the Ministry of Science and ICT (NIA).


Mayor Park Hyung-jun stated, “Our city is striving to make citizens’ daily lives more convenient by adopting various innovative technologies such as blockchain first,” and added, “Based on this pilot project, the officially launched ‘Integrated Citizen Platform’ will expand differentiated public services unique to Busan, allowing Busan citizens to enjoy various benefits.”
