Maintenance Plan Decision Within This Year
The area of 12-248 Galhyeon-dong, Eunpyeong-gu, Seoul, where aging residential areas are densely concentrated, will be transformed into a residential complex with up to 18 floors and approximately 900 households.
On the 10th, the Seoul Metropolitan Government announced that it has finalized the rapid integrated planning for the ‘Galhyeon-dong 12-248 Residential Maintenance-type Redevelopment Project.’

The target site not only has a high proportion of buildings over 30 years old, accounting for 72.4%, but is also located on the slopes of Aengbongsan and has narrow roads, resulting in poor residential conditions. Although it was designated as a maintenance planned area in 2010, the project was stalled for a long time and the designation was canceled in 2017.
With the confirmation of this rapid integrated planning, an apartment complex with up to 18 floors and around 900 households will be built on the 40,178㎡ site. To this end, urban planning regulations such as zoning upgrades (from Type 1 to Type 2) were flexibly applied to suit the characteristics of the area.
To improve the residential environment, the city first planned a building layout specialized for the hilly terrain. The height differences with surrounding land and roads were minimized, and retaining walls and fences caused by terrain differences were treated as slopes or utilized as stepped areas to place community facilities for residents.
Additionally, boundaries inside and outside the complex were removed to create an open residential complex. Considering the existing pedestrian routes from Galhyeon 1 District towards Mulpae Park, a public pedestrian passage was planned, and open community facilities for residents were arranged along the connected streets. On the southern side of the site, a park-type complex community center will be placed to support welfare, culture, administration, and other resident convenience activities, and a public parking lot is planned underground in the complex center to resolve parking issues in nearby residential areas.
The plan also aims to create an urban landscape harmonious with Aengbongsan. Considering the height of apartments constructed through redevelopment in the nearby Galhyeon 1 District and the ridge height of Aengbongsan, the floor area ratio was planned to be around 240%. Buildings located on the high ground facing Aengbongsan are planned to be low-rise to form a skyline that alleviates a sense of oppression.
Following the confirmation of rapid integrated planning for the redevelopment candidate site at 12-248 Galhyeon-dong, the city will proceed with the maintenance plan drafting process. The maintenance plan is expected to be decided within this year.
Jo Nam-jun, head of the Urban Space Headquarters of Seoul City, said, “We planned to create an open residential complex harmonized with nature that offers views of Aengbongsan, while enabling residents to share various resources such as the complex community center with neighbors. We will actively support the transformation of the Galhyeon-dong area, which was an aging low-rise residential area, into a representative residential area in the northwest region.”
