Broad Application of the Enforcement Decree of the Construction Technology Promotion Act... Coexistence with Local Service Companies
Ulju-gun will ease the project performance capability evaluation (PQ) criteria for technical service bids under 1 billion KRW to activate bids from local service companies.
The easing of criteria is being promoted to reduce the burden of project performance capability evaluations that local service companies must undergo when bidding for technical services commissioned by Ulju-gun, thereby fostering coexistence and cooperation.
According to the current Construction Technology Promotion Act, local service companies must first submit documents for project performance capability evaluation, which include participating technicians, technology development status, credit rating, and work overlap, and be evaluated in order to participate in bids of 220 million KRW or more commissioned by Ulju-gun.
This has increased the burden on service companies to prepare documents for each bid, even when they cannot be certain of winning the contract.
Accordingly, Ulju-gun has broadly applied the revised amendment related to the application method of project performance capability evaluation (PQ) in the Enforcement Decree and Enforcement Rules of the Construction Technology Promotion Act, which was amended by the Ministry of Land, Infrastructure and Transport on the 23rd of last month, to ease the criteria.
According to the amendment, the discretionary provision stating “For technical services under 1 billion KRW, project performance capability evaluation may be conducted after price bidding” will be actively interpreted, and from now on, Ulju-gun will apply the method of conducting project performance capability evaluation after price bidding for all technical services under 1 billion KRW commissioned by Ulju-gun.
This easing of criteria will be implemented starting with the “Basic and Detailed Design Service for Taehwagang (between KTX Ulsan Station and Namcheon) River Maintenance Project (service fee 933 million KRW),” which is scheduled to be commissioned by the Construction Department.
An Ulju-gun official stated, “By actively interpreting and applying the revised Enforcement Decree and Enforcement Rules of the Construction Technology Promotion Act, we will reduce the burden of bidding and activate the participation of local service companies,” adding, “We will carry out proactive administration to revitalize the local economy.”
