The hearing was attended by Song Jaeseok, chairman of the Personnel Hearing Special Committee, Vice Chairman Joo Jungyoung, and special committee members Jo Jonghyun, Kim Yusang, Bae Hyunju, Jeong Heeyeol, Choi Jeongheon, Jeong Junho, and Kim Jinil.

The committee thoroughly examined candidate Kim's qualifications, job performance ability, and morality.
They questioned ▲ the vision and job performance plan of the Gimhae Research Institute ▲ core policies for job creation ▲ profit-making projects for the operation of the institute ▲ measures to secure independence and objectivity of research ▲ collaboration plans with related organizations ▲ establishment of a citizen participation platform for policy development ▲ recruitment plans of the institute.
They also checked whether there are concrete plans for candidate Kim to lead the development and innovation of Gimhae City as the future director of the institute, mid- to long-term policy development to strengthen urban competitiveness, attraction of strong small and medium enterprises, and discovery of new growth industries.
However, they pointed out that the candidate's specific strategies for the urgent issues of Gimhae City, such as creating quality jobs and education problems, were insufficient.

They positively evaluated the emphasis on the need for policies and industrial ecosystem creation to make Gimhae a new mecca of cultural content industry, and the ambition to create creative policies and ideas in the cultural tourism field as an expert in tourism industry and aviation.
They also gave credit to the statement, "The role of the institute is important for the construction of Gadeokdo New Airport and attracting the Northeast Asia logistics platform project in Gimhae," and "As a policy developer and head of the institution, I will conduct practical and specialized policy research tailored to Gimhae City."
However, they expressed concern that the candidate's career is biased toward tourism management and aviation-related fields and emphasized the need for continuous communication with citizens and experts in discovering and conducting research topics.
The city council's Personnel Hearing Special Committee comprehensively evaluated the candidate's will and attitude and judged that he has the qualifications and abilities as the director of the research institute.
Chairman Song said, "The Gimhae Research Institute, scheduled to open in July this year, must do its best to present Gimhae City's future vision and improve the quality of life of citizens," and "Please faithfully implement the various policies and demands presented during the personnel hearing process."

At the hearing, candidate Kim expressed his ambition, saying, "I will mobilize all the networks and research capabilities I have built in the industry, academia, and domestic and international research institutions to make the Gimhae Research Institute a prestigious regional policy development think tank," and "I will make sure to implement the points raised."
The hearing progress report adopted by the city council's Personnel Hearing Special Committee will be submitted to the city council chairman and then delivered to Mayor Hong Taeyong of Gimhae.
