Refund Rate for 65+ Increased from 20% to 30%
Youth Benefit Age Expanded from 34 to 39
The government’s 'K-Pass' has been expanded and supplemented with the launch of the 'Incheon I-Pass.' Incheon City announced on the 2nd that it will officially implement the 'Incheon I-Pass' starting this month, offering discounts on public transportation fares such as buses and subways.
The Incheon I-Pass is based on the government’s K-Pass but broadens the scope of support and benefits. It provides the same discount rates on public transportation fares as the K-Pass?20% (30% for youth, 53% for low-income groups)?while removing the K-Pass’s monthly usage limit of 60 rides, thus offering unlimited discounts.
Additionally, while the K-Pass youth benefits apply to those aged 19 to 34, Incheon City has expanded this age range to 19 to 39. The refund rate for seniors aged 65 and older has also been increased from 20% to 30%, with plans to gradually raise it to 50% in the future.

To receive the benefits of the Incheon I-Pass, users must first obtain a K-Pass card and then register as a member on the K-Pass website. If the registered address is confirmed to be in Incheon during membership registration, users will automatically be eligible for the Incheon I-Pass benefits.
Existing users of the Altteul Transportation Card can continue to receive benefits from both the K-Pass and Incheon I-Pass by consenting to membership conversion on the K-Pass website by June 30.
Participating card companies in the K-Pass program offer additional benefits based on card usage performance, which is expected to further reduce transportation costs for users. The participating card companies include Kookmin, Nonghyup, BC (BC Baro, Gwangju Bank, IBK Industrial Bank, K-Bank), Samsung, Shinhan, Woori, Hana, Hyundai, DGB U-Pay, and Enjoy Mobility (mobile eZ, KakaoPay Mobile Transportation Card).
Incheon Mayor Yoo Jeong-bok stated, "The Incheon I-Pass guarantees the choice to use various public transportation options and supplements the government’s K-Pass to provide broader and more substantial services. It will help alleviate the economic burden on citizens struggling with high inflation." On the first day of the Incheon I-Pass launch, the 1st of the month, Mayor Yoo personally used the government-operated K-Pass card at Incheon Terminal Station on Incheon Metro Line 1 to promote the benefits of the Incheon I-Pass.
Meanwhile, the 'Metropolitan I-Pass,' introduced in response to Seoul City’s Climate Companion Card’s season ticket concept, will allow citizens commuting between Incheon and Seoul to use Incheon’s metropolitan buses unlimitedly for 30 days. This service is scheduled to begin in August. The season ticket price will be determined considering citizens’ usage patterns and demand.
