Non-standing directors of public institutions are appointed when the institution's executive recommendation committee narrows down candidates to 3 to 5 times the number of vacancies and recommends them to the Public Institution Management Committee, which then deliberates and resolves, followed by appointment by the Minister of Strategy and Finance. Lawyer Kang will participate in KEPCO's management and major decision-making from next month 1st until April 30, 2026.
Lawyer Kang, a former judge of the Seoul High Court, served as the inaugural Legal Secretary at the Office of the Senior Presidential Secretary for Civil Affairs during the Lee Myung-bak administration. When former President Lee began to be investigated by prosecutors in 2018 over allegations of embezzlement and breach of trust related to DAS, Kang resigned from his position as head of the law firm he co-founded and defended the former president.
