Support for Building Two Factories in New York State
"Advanced Memory Semiconductor Manufacturing Will Be Brought to the U.S."
On the 25th (local time), the White House announced that it will provide $6.1 billion (approximately 8.39 trillion KRW) in subsidies to Micron Technology, the largest memory semiconductor manufacturer in the U.S., under the CHIPS Act.

Micron became the fourth semiconductor company to receive the largest amount of U.S. government subsidies, following Intel, TSMC, and Samsung Electronics. The subsidy amounts by company are Intel with $8.5 billion (approximately 11.68 trillion KRW), TSMC with $6.6 billion (approximately 9 trillion KRW), and Samsung Electronics with $6.4 billion (approximately 8.8 trillion KRW).
The CHIPS Act is designed to encourage semiconductor companies to invest in facilities within the U.S., providing a total of $39 billion in semiconductor production subsidies and $13.2 billion in research and development (R&D) support over five years, totaling $52.7 billion (71.4 trillion KRW). The White House explained that the subsidies to Micron will induce $125 billion in private investment. Through this, it is expected to build cutting-edge memory semiconductors and create more than 70,000 direct and indirect jobs.
The White House stated that the subsidies will support the construction of the first two of four DRAM semiconductor production plants to be built in Clay, New York. The four plants in New York each have cleanrooms measuring 55,742 square meters, totaling 222,967 square meters. This is the largest cleanroom size announced in the U.S. and is equivalent to the size of 40 soccer fields.
Additionally, it will support the development of a high-volume manufacturing (HVM) plant with a cleanroom of approximately 55,742 square meters at the DRAM production facility in Boise, Idaho. The White House added that this plant will improve efficiency across R&D and manufacturing and shorten product launch times. The White House emphasized, "Micron’s project will create a strong advanced memory semiconductor ecosystem and bring advanced memory manufacturing back to the U.S. for the first time in 20 years."
U.S. President Joe Biden is scheduled to visit Syracuse, New York, where Micron is constructing a new plant, to personally announce the subsidy support plan on the same day.
