The Chungnam Student Human Rights Ordinance, which had been repealed and reinstated multiple times, has been finally abolished.
The Chungnam Provincial Council raised the "Chungnam Student Human Rights Ordinance Repeal Ordinance Reconsideration Proposal" at the 2nd plenary session of the 351st extraordinary meeting held on the 24th.
For the repeal proposal to be confirmed, more than half of the total members must be present, and at least two-thirds of those present must approve it. With 34 votes in favor and 14 against out of 48 members present, the Chungnam Student Human Rights Ordinance was repealed.
In response, the Chungnam Office of Education stated, "We plan to proceed with legal procedures regarding the reconsideration result."
In a statement, the Office of Education expressed regret over the reconsideration of the repeal ordinance, saying, "Despite a special bill to guarantee student human rights being proposed in the National Assembly and awaiting deliberation, the ordinance was repealed, raising concerns that the policies related to protecting student rights that have been promoted so far may regress."
They added, "We will do our best to ensure that policies fostering a human rights-friendly school culture where everyone's rights are respected are not halted."
Previously, the Chungnam Student Human Rights Ordinance was first repealed among the seven metropolitan cities and provinces nationwide that had implemented the student human rights ordinance, after Representative Park Jeong-sik proposed the repeal ordinance in October last year and it was enacted in December of the same year. However, it was dramatically revived when the Chungnam Office of Education requested reconsideration of the repeal to the Provincial Council.
Following this, Representative Park strongly advocated for the repeal and reintroduced the repeal ordinance, leading to its abolition again just over a month after its revival.
The Chungnam Office of Education again requested reconsideration of the repeal to the Provincial Council, and although Democratic Party members strongly opposed the repeal in the revote held that day, the ordinance was ultimately repealed.
