Gangdong-gu, Identifying Vulnerable Households Using Artificial Intelligence (AI)

Gangdong-gu (Mayor Lee Soo-hee) announced that it will establish a seamless welfare safety net through initial consultations utilizing artificial intelligence (AI).


The district was selected for the Ministry of Health and Welfare’s pilot project, "Initial Consultation for Discovering Welfare Blind Spots Using Artificial Intelligence (AI)," and officially launched the AI-based initial consultation project this April. By expanding the scope of welfare blind spot investigations through the AI-based initial consultation system, the district plans to build a more detailed welfare safety net.


The AI initial consultation is conducted via an AI counseling welfare bot, an automated telephone system based on conversational AI, which sends preliminary notification texts to households suspected of welfare crises, followed by initial consultations over the phone. The AI counseling welfare bot identifies the crisis situations of the subjects in areas such as health, economy, employment, and housing, and delivers the consultation results to the welfare system, upon which welfare planners conduct in-depth consultations.


By supporting initial consultation tasks with the AI counseling welfare bot, staff who previously handled initial consultations can focus their capabilities on in-depth counseling and welfare support work, enabling prompt and timely assistance to crisis households.


Additionally, the district operates an "AI Check-in Service" that uses AI automated calls to check on the well-being of monitored individuals deemed necessary for regular check-ins once a week.


Starting this April, the district newly introduced "Naver Clova Care Call," which supports enhanced services such as ▲ autonomous conversations that understand and continue dialogues ▲ memory conversations that recall previous dialogues to respond ▲ anomaly monitoring with real-time monitoring capable of linking to 119 emergency services in urgent situations. Through this, it is expected to not only check on isolated at-risk households but also identify welfare demands and needs for swift responses to crisis situations.


Lee Soo-hee, Mayor of Gangdong-gu, stated, "We will strive to utilize the advantages of artificial intelligence (AI) to quickly and broadly identify crisis households and, based on this, establish a human safety net to provide more detailed and delicate welfare services."
