Jeonnam Governor Kim Young-rok: "Birth Allowance and Other City/Province Policies Should Be Nationalized"

Attendance at the 59th Temporary General Meeting of the Council of Governors
Proposal for Reorganization of Special Local Administrative Agencies Functions

Jeonnam Governor Kim Young-rok introduced the ‘Birth Allowance 318 Project,’ which requires national policy implementation, and emphasized the reorganization of the functions of special local administrative agencies.


According to Jeonnam Province on the 20th, Governor Kim attended the 59th Temporary General Meeting of the Korea Association of Governors held at the Paradise Hotel in Busan the previous day.

At this temporary general meeting attended by governors of 17 cities and provinces, follow-up measures on the previous temporary general meeting were reported, including ▲strengthening autonomous legislative power ▲expanding local independent financial resources ▲improving the central investment review system ▲and improving the operation method of the Central-Local Cooperation Council.


Following this, reports on ▲improvement plans for the standard personnel cost system ▲rationalization of education finance ▲and reorganization of the functions of special local administrative agencies, which are agenda items of the Central-Local Cooperation Council, were presented, and discussions on promoting a policy conference for governors of cities and provinces were also held.


In addition, discussions were held on ▲introducing region-customized foreigner policies and ▲selecting local agenda items for the next Central-Local Cooperation Council, and promotional matters by city and province were shared.


Regarding the policy conference involving governors of 17 cities and provinces, Governor Kim introduced the ‘Birth Allowance 318 Project’ being promoted in Jeonnam and said, “The policy conference will be a good opportunity to nationalize good policies from cities and provinces.”


Regarding the reorganization of the functions of special local administrative agencies, he proposed prioritizing pilot projects in areas such as small and medium-sized enterprises, environment, and labor.


He then introduced Germany’s federal system and emphasized the need to create an institutional framework that allows local opinions to be reflected in national policy.
