Carbon Neutrality, Regional Coexistence, and Expansion of Citizen Participation

Changwon Facilities Corporation in Gyeongnam is taking the lead in advancing the government’s innovation policies in collaboration with Changwon Special City, spearheading the "modernization of local public enterprises."


In response to the government’s carbon neutrality policy, the corporation has declared itself a "2030 Carbon Neutral Corporation" and is transforming its entire energy system into a low-carbon structure to address climate change, including registering for RE100 with the Korea Energy Agency.

By implementing 30 medium- and short-term projects such as improving energy efficiency and expanding eco-friendly and renewable energy, the corporation plans to reduce greenhouse gas emissions by 50% by 2030 compared to 2022.


The corporation’s efforts for regional co-prosperity, including policies to revitalize the local economy and community contribution activities, are also receiving high praise.


Among local public enterprises in Gyeongnam, the corporation is the first to participate as a partner company in the Ministry of SMEs and Startups’ "Payment Linked System," one of the government’s national tasks, injecting vitality into the regional economy.


Furthermore, the corporation significantly contributes to regional economic revitalization by actively attracting winter training teams.


From December last year to the end of March this year, a total of 348 training teams (39,511 participants in total) were hosted at affiliated facilities such as Changwon International Shooting Range and Changwon Football Center, with 74 competitions held (4,591 participants in total). The resulting economic ripple effect amounts to approximately 9.2 billion KRW.


The corporation also plays a major role in regional co-prosperity by fulfilling its social responsibilities as a public enterprise through protecting socially vulnerable groups and engaging in social contribution activities.

It continuously carries out social contribution activities in various fields, including helping with rural labor shortages, blood donation campaigns, sharing kimchi for love, sponsoring children’s community centers and social welfare centers, activities of the Engineer Cheongsol Volunteer Corps, and supporting flood damage recovery in the Gyeongbuk region.


Recognized for its diverse social contribution efforts, the corporation was recently selected as an accredited institution under the "Community Contribution Recognition System" organized by the Ministry of Health and Welfare.


As part of the government policy implementation tasks, the corporation operates various communication channels to promote citizen participation, communication, and citizen-led innovation.


Aiming for corporation management designed and participated in by citizens, it practices ESG brand management through advisory and monitoring bodies such as the "Citizen Advisory Group," "ESG Management Monitoring Group," and "Human Rights Management Council," providing advice, monitoring, and idea proposals on overall management.


Additionally, the corporation drives its development by conducting a "Resident Participatory Budget Proposal Project" to discover new projects and ideas, and by participating in the National Association for the Development of Local Public Enterprises for mutual information exchange and cooperation.


Director Kim Jonghae stated, "We will continue to fulfill our social responsibilities as a local public enterprise, including co-prosperity with the local community, and lead city and government policies to become a model and advanced corporation."
