In the second evaluation of the Glocal University Project Phase 2, four universities, including the Dong-A University-Dongseo University alliance and the Dongmyung University-Shilla University alliance, were selected as preliminary designated universities. If finally selected as Glocal Universities, they will receive 100 billion KRW in support from the Ministry of Education over five years.
National Pukyong National University and National Korea Maritime and Ocean University were eliminated in the preliminary designation evaluation, and Inje University, which was included as a preliminary designated university in last year's first evaluation but failed in the final designation, is challenging once again.
Busan City announced that the Ministry of Education and the Glocal University Committee revealed the list of 20 preliminary designated Glocal Universities for 2024 on the 16th.
Among the 20 preliminary designated universities, Busan includes △Dong-A University-Dongseo University △Dongmyung University-Shilla University. In Gyeongnam, △Inje University (independent) △Gyeongnam University (independent) △Changwon University-Dorip Geochang University-Dorip Namhae University-Seungganggi University (integrated) were selected. Ulsan Science University-Yeonam Institute of Technology, participating as an ultra-wide area alliance model for Ulsan-Gyeongnam, was also selected as a preliminary designated university.
The Dong-A University-Dongseo University alliance received high evaluations by proposing the ‘profit-generating integrated industry-academia cooperation foundation operation’ and the ‘institutionalization of the Busan open-type alliance university model.’
This alliance model plans to reinvest profits into the alliance university through a sustainable profit-generating integrated industry-academia cooperation foundation, and establish an open-type alliance campus focusing on four specialized fields: ▲Energy Technology ▲Human Care ▲Arts & Design ▲B-Heritage, along with creating a regional innovation office contributing to balanced development in the Busan area.
The Dongmyung University-Shilla University alliance received passing marks by proposing specialization in comparative advantage fields such as future mobility and future well-life, and the creation of an innovation town utilizing university land.
This alliance model analyzes the comparative advantage fields between the two universities to specialize respectively in future mobility and well-life sectors, and presents a vision to create an integrated campus innovation town by providing idle university land free of charge to local governments to attract companies and research institutes.
The Ministry of Education plans to conduct the final designation evaluation through detailed execution plans from the 20 preliminary designated universities by the end of July and announce the final designated Glocal Universities in late August.
This year, Busan City shared and mutually consulted with universities on industrial promotion plans, youth support policies, and international student attraction strategies from the innovation planning stage to ensure that university innovation strategies are linked to regional development strategies.
Mayor Park Hyung-jun stated, “We will concentrate all city capabilities from the execution plan establishment stage to actively support the formulation of differentiated strategies from other regions so that preliminary designated universities can be finally designated,” and added, “Since the Glocal University selection will continue until 2026, we will continue to support universities that were not designated this time by developing regional development-linked strategic tasks and providing consulting.”
The Glocal University project is an initiative promoted by the Ministry of Education to strengthen the competitiveness of non-metropolitan universities. In the second phase of the Glocal University project, the Ministry of Education will comprehensively evaluate △innovation △performance management △regional characteristics to select a total of 10 universities as final designated universities and support them with 100 billion KRW over five years.
In last year’s first phase of the Glocal University project, 10 universities, including Busan National University-Busan National University of Education, which emphasized integrated university construction, were selected as final designated universities.
