Geumcheon-gu, Joint Police Drill for Responding to Malicious Complaints

Geumcheon-gu (Mayor Yu Seong-hoon) announced on the 17th that it will conduct a two-week simulated training against malicious civil complaints at the integrated civil service office of the district office and 10 community service centers.


The training, based on real-life scenarios, was prepared to learn how to respond to malicious complainants and to establish a cooperative system for the police's prompt dispatch.


Malicious complaints are increasing in frequency and severity day by day, going beyond simple power harassment to the extent of being akin to a murderer without a weapon. The number of public officials quitting their jobs due to exhaustion from malicious complaints is rapidly increasing, and in severe cases, it has even led to loss of life.


To prepare for malicious complaints, the district operates an emergency response team at the integrated civil service office, composed of a response team, reporting team, evacuation team, and evidence collection team. The 'response team' rescues affected employees, the 'reporting team' notifies the police and 119 emergency services, the 'evacuation team' evacuates employees and complainants, and the 'evidence collection team' records video or audio.


The training focused on quickly performing each team's role in emergency situations such as verbal abuse, assault, property damage, possession or threat of dangerous items, to improve actual response capabilities.


It also checks the operation of the emergency bell hotline for police reporting and the proper functioning of closed-circuit television (CCTV).


Assuming a situation where a public official is subjected to verbal abuse and assault, the training proceeds in the order of 'superior intervention to calm the complainant during verbal abuse,' 'security guard restraint,' 'portable protective equipment (body cam) recording and emergency bell activation,' 'evacuation of the civil service officer in charge,' and 'police dispatch and complainant arrest.'


A Geumcheon-gu official said, "We expect this training to secure the safety of employees and provide better services to visiting complainants."


The district plans to conduct training at 10 community centers until May 2 and additional training in the second half of the year.


Yu Seong-hoon, Mayor of Geumcheon-gu, said, "A strong stance is needed to respond to malicious complaints that undermine employees' self-esteem and even threaten their lives. We expect the simulated training to greatly help improve response capabilities, and we will continue to conduct regular training in the future."
