Mokpo City Promotes Integrity Improvement Policies Through Communication and Empathy

Three Major Strategies and 36 Action Tasks Established for a Leap to the Highest Level of Integrity

Mokpo City has established the ‘2024 Comprehensive Anti-Corruption and Integrity Policy Implementation Plan’ to realize a clean and trustworthy ‘Integrity Mokpo’ and to make a renewed leap as an institution with excellent integrity.

According to the city on the 15th, it plans to focus on improving corruption vulnerabilities identified in last year’s comprehensive integrity evaluation results, analyzing internal surveys and benchmarking results from institutions with excellent integrity, and implementing effective integrity measures.

Accordingly, the city will promote three major strategies and 36 action tasks: △ Establishing a foundation for anti-corruption and integrity promotion △ Improving external integrity and focusing on managing corruption-prone areas △ Enhancing internal integrity and strengthening internal control functions.

As a key policy, the city will operate the ‘Integrity Policy Promotion Team.’ This team will serve as a control tower for integrity, aiming to establish a foundation for anti-corruption and integrity promotion and to secure momentum for integrity activities by increasing the interest and participation of senior officials.

The Integrity Policy Promotion Team, composed of the Mayor of Mokpo, senior officials, and members from departments related to integrity, aims to prepare integrity measures, monitor their progress, and foster a culture of integrity where senior officials take an active interest and lead by example.

Additionally, to improve external integrity, the city operates the ‘Citizen Auditor System,’ led by community leaders in integrity activities, and jointly promotes anti-corruption and integrity policies through public-private cooperation, including campaigns to practice a culture of integrity in the community.

The city plans to conduct a ‘Integrity Notification Talk,’ a civil complaint satisfaction survey to identify inconveniences and corrupt acts during work processes, and to improve issues by quarterly checking the handling status of grievance complaints, thereby increasing citizen satisfaction.

Finally, to raise internal integrity and enhance internal control functions, the city will hold an ‘Anti-Corruption and Integrity Practice Resolution Meeting’ with internal staff and conduct visiting integrity meetings led by the Audit Office to improve unfair work processes, reform customs, and spread a culture of integrity through communication and empathy. Each department will also promote one integrity policy per department to raise awareness of integrity among all employees.

In particular, as a new policy, the city plans to strengthen integrity cooperation with the Mokpo City Labor Union. To improve unreasonable practices and organizational culture within the organization, the city will launch the ‘MZ Innovation Committee,’ centered on lower-ranking public officials, focusing on mutual joint efforts to improve integrity.

Furthermore, the city will operate communication and empathy programs between labor and management, generations, and ranks to discover ways to improve work methods, work-life balance, and integrity policies, and will hold regular meetings with the Mayor of Mokpo to facilitate communication.

In addition, the city will jointly promote ‘Integrity Live’ education with the Anti-Corruption and Civil Rights Commission’s Integrity Training Institute, which operates various content such as performances, so that public officials can naturally learn the value and meaning of integrity.

Mayor Park Hong-ryul stated, “We will do our best to improve integrity by implementing field-centered policies that resonate with citizens and enhancing internal communication and empathy indices to realize a clean and trustworthy ‘Integrity Mokpo.’”
