Priority Allocation of 20% Quota for General High Schools under Equalization Policy
To be Applied from 2025 Academic Year, Expanded to National Top Level
Starting from the 2025 academic year, students in Busan with three or more siblings will be given priority placement in standardized general high schools if they wish.
The Busan Metropolitan Office of Education (Superintendent Ha Yun-su) announced on the 27th that it held the '2025 High School Admission Committee' on the 19th and decided to expand the priority placement rate for children from families with three or more children when entering standardized general high schools.
This measure, which is among the highest levels nationwide including special and metropolitan cities, is one of the Busan Metropolitan Office of Education's strategies to overcome various social issues Busan faces, such as low birth rates, brain drain, and super-aging, through education.
Until last year, priority placement for families with three or more children was limited to cases where the second child had siblings in the first or second year of high school, and only upon the student's request, allowing priority placement in the same school; married children were excluded from the target group.
However, starting from this year’s 9th-grade students, children from families with three or more children, including adoption and remarriage cases, can receive priority placement in their desired general high school up to 20% of the school's capacity, upon their request.
Superintendent Ha Yun-su stated, “The Busan Metropolitan Office of Education is striving to address current issues such as low birth rates through educational initiatives like the Education Development Special Zone and the Busan-style Neulbom School operation. We hope this measure, reflecting the Office’s commitment, will greatly contribute to making Busan a city where it is good to raise children.”
