Opening of Matter Official Testing and Certification Center in Pangyo
Certification Costs and Duration Reduced by Over 70%
Alliance Launched... Ecosystem Revitalization
To establish an AI-based smart home ecosystem, the government has set up a global standard certification center in Korea and launched an alliance with related companies and institutions. Major domestic platforms, home appliance, AI, and construction companies are coming together to foster an intelligent home ecosystem.
On the 26th, the Ministry of Science and ICT opened the global standard 'Matter' international accredited testing and certification center and held the launch ceremony of the Intelligent Home Alliance to revitalize the domestic intelligent home industry.
Global big tech companies such as Google and Amazon are preparing to launch AI-based home services. With the spread of the Matter standard, which allows various devices to be freely connected regardless of manufacturers or brands, the global market size is expected to grow further.
Accordingly, the Ministry of Science and ICT established an international accredited testing and certification center in Korea to support the domestic spread of the Matter standard and the creation of a private-led intelligent home collaborative ecosystem.
The Matter standard is an international interoperability standard launched in October 2022, with participation from about 530 related companies including platforms, home appliances, and devices, to enable free connection among various devices such as home appliances, lighting, and doors within the home.

In Korea, there was no international accredited testing and certification center for obtaining Matter certification, so companies had to use overseas testing and certification centers such as those in China, which imposed a significant cost burden.
Therefore, the Ministry of Science and ICT collaborated with the Telecommunications Technology Association (TTA) to establish the certification center on the 5th floor of the Pangyo Corporate Support Hub in Gyeonggi Province. Various services such as interoperability verification, pre-testing environments, and consulting will be provided free of charge here. Companies are expected to reduce 80% of the costs required for testing and certification and shorten the required time by 75%.
Kim Guk-hyun, Director of the Digital Infrastructure Safety Division at the Ministry of Science and ICT, explained, "Once certified with the Matter standard, smart home devices from different manufacturers can interoperate."
In addition, the government and private sector jointly launched the Intelligent Home Alliance. The alliance includes 53 companies and institutions such as Samsung Electronics, the chair company, LG Electronics, Naver Cloud, KT, HDC Hyundai Development Company, LH, Hyundai HT, Commax, Mercury, and Clio. It is composed of an executive committee, three subcommittees, and a secretariat.
The executive committee decides the overall direction of the alliance, while the subcommittees conduct research and discussions for policy and system improvements, discovery of new services, and responses to international standards.
Kang Do-hyun, 2nd Vice Minister of the Ministry of Science and ICT, stated, "We plan to devise various support measures such as developing new intelligent home services based on on-device AI that enable innovative services while protecting personal information," adding, "The strong will and open minds of companies are more important than anything else in creating an intelligent home ecosystem."
