Kim Woong: "Park Eun-jung, No.1 on the proportional list of the Jo Guk New Party, is the person suspected of obstructing the investigation into the Seongnam FC case"

Kim Woong, a member of the People Power Party and former prosecutor, targeted Park Eun-jung, former chief prosecutor who was selected as the number one proportional representative candidate for the Jo Guk Innovation Party, accusing her of being involved in obstructing the investigation into the 'Seongnam FC' case linked to Lee Jae-myung, leader of the Democratic Party of Korea.


On the early morning of the 19th, Kim posted on his Facebook under the title "Jo Guk Party Proportional No. 1 Park Eun-jung and the Complete Abolition of Prosecution Investigation" stating, "Recently, an analysis article came out about the disappearance of the complainant's right to appeal due to the complete abolition of prosecution investigation," and claimed, "The disappearance of the complainant's right to appeal due to the complete abolition of prosecution investigation is related to Lee Jae-myung's Seongnam FC case and Park Eun-jung."


In the post, Kim wrote that Doosan Medical Foundation purchased 3,000 pyeong of land in Jeongja-dong, Seongnam in 1991 but did not build a hospital as promised, and after resisting, was fined 2.1 billion KRW by Seongnam City in 2014. However, on the condition of sponsoring Seongnam FC, in 2015, Doosan received benefits from Seongnam City including ▲changing the hospital site to commercial land ▲tripling the floor area ratio ▲tripling the total floor area ▲reducing the donation land by 10%.


He further claimed that in October 2015, Seongnam FC and Doosan Construction signed a 5.3 billion KRW advertising agreement, and Doosan built the Bundang Doosan Tower on that land, which is currently worth over 1 trillion KRW.


Kim detailed that besides Doosan, companies such as Naver, Nonghyup Bank, Cha Hospital Alphadom City, and Hyundai Department Store, which sponsored Seongnam FC, also received benefits from Seongnam City.


Kim asserted that Park Eun-jung, who was the head of the Seongnam District Prosecutors' Office at the time, was the person who obstructed the investigation into the 'Seongnam FC sponsorship fund' allegations, which claimed that Lee Jae-myung gave special favors to companies in exchange for sponsoring Seongnam FC during his time in Seongnam City.


He said, "In June 2018, the Bareunmirae Party accused Lee Jae-myung of bribery, but the police in charge of the investigation wasted three years and decided not to indict in September 2021," adding, "At that time, the complainant, Bareunmirae Party, filed an objection, and the case was sent back to the prosecution."


Kim said, "The prosecutors in the Criminal Division 3 of the Seongnam District Prosecutors' Office insisted that there was clear third-party bribery and that an investigation was necessary, and Deputy Chief Prosecutor Park Ha-young requested the Supreme Prosecutors' Office to obtain FIU (Financial Intelligence Unit) data," but "the Supreme Prosecutors' Office rejected the FIU data request, and furthermore, the head of the Seongnam District Prosecutors' Office (Park Eun-jung) downsized the Criminal Division 3, which was pushing for the investigation."


He continued, "Moreover, the head of the Seongnam District Prosecutors' Office ordered a reinvestigation for over four months, making it impossible to continue the investigation," and "Deputy Chief Prosecutor Park Ha-young resisted by resigning."


Kim added, "When Deputy Chief Prosecutor Park Ha-young resigned, he posted the song 'If You Live' on the prosecutors' bulletin board, which attracted media attention and led to a reinvestigation," and "The police changed their opinion to prosecution without conducting any significant investigation, and the prosecution indicted Lee Jae-myung on charges including third-party bribery."


He stated, "Park Eun-jung, the number one proportional candidate of the Jo Guk Party, is the very head of the Seongnam District Prosecutors' Office who obstructed the investigation into the Seongnam FC case."


Former Deputy Chief Prosecutor Park expressed his intention to resign on January 25, 2022, on the prosecution's internal network, saying, "I am leaving a little earlier than I thought. I tried to find other ways to continue working, but after thinking and responding in various ways, there was no other option."


At the time, there were suspicions that Park Eun-jung, then head of the Seongnam District Prosecutors' Office, deliberately delayed decisions by stalling, despite reports from Park and others that "a reinvestigation or supplementary investigation by the police was necessary."


The civic group 'Committee for the People's Livelihood Measures' also filed a complaint against Park Eun-jung at the Seoul Central District Prosecutors' Office, stating that she repeatedly rejected Deputy Chief Prosecutor Park Ha-young's proposals for supplementary or direct investigations related to the Seongnam FC allegations.

Kim claimed that the Democratic Party's push for the complete abolition of prosecution investigation, which removed the complainant's right to appeal, was also intended to block investigations into Lee Jae-myung.


He wrote, "Then what does this have to do with the complete abolition of prosecution investigation?" and "If only the complainant's right to appeal was removed, this case would have been buried as it was."


He continued, "So the angry Democratic Party decided to remove the complainant's right to appeal to protect Lee Jae-myung," and "When the compromise bill for the complete abolition of prosecution investigation was made, Park Joo-min and others suddenly deleted the 'complainant's right to appeal.'"


He added, "However, the People Power Party ratified that compromise bill at the party meeting," and "At that meeting, those who defended the compromise bill were the first-term lawmakers who signed the petition, and I, who opposed the compromise bill, was treated as an internal troublemaker and a Democratic Party spy."


Finally, Kim said, "Looking at the Jo Guk Party feels like watching the movie 'Unfair Trade,'" and "There are only ex-convicts, prosecutors, and police."


At the end of the post, he included the hashtag '#TheCompany_should_be_installed_at_Uiwang_Detention_Center' and attached screenshots of articles related to former chief prosecutor Park and former deputy chief prosecutor Park.
