Seoul District Mayors Association Holds 188th Regular Meeting... Discusses 'City-District Autonomy TF Tasks' for Resident Convenience and Administrative Efficiency... - Cho Hee-yeon, Seoul Superintendent of Education, Attends, Requests District Cooperation for Seoul Metropolitan Office of Education's Neulbom School Operation
The Seoul Special City District Mayors' Council (Chairman Jeong Munheon, Mayor of Jongno-gu) held the 188th regular meeting of the 2nd year of the 8th elected term on the 13th at the 8th-floor conference room of Seoul City Hall.
Attended by Chairman Jeong Munheon and 23 district mayors (including 11 proxy attendees) along with Cho Hee-yeon, Superintendent of Seoul Metropolitan Office of Education, the meeting listened to cooperation matters from the Seoul Metropolitan Office of Education and discussed the city-district autonomy decentralization TF tasks being promoted by the council.
As an agenda item for the regular meeting, Mayor Lee Soo-hee of Gangdong-gu gave a proposal explanation regarding the 'Request for Reinforcement of Rainwater Pump Station Staff' submitted by Gangdong-gu.
The rainwater pump station is a facility that forcibly pumps rainwater into rivers or streams to prevent flooding in specific areas due to floods. To respond to sudden situations such as concentrated heavy rains and typhoons in summer, skilled personnel capable of proficiently handling disaster prevention facilities such as mechanical and electrical equipment must be maintained. However, due to retirements of operating personnel and general civil servant rotation, continuous and stable operation of the facilities has become difficult.
This agenda item was approved as originally proposed, recommending that Seoul City hire facility management civil servants (mechanical and electrical facilities) and assign them to each district to fundamentally resolve the issue of rainwater pump station operating personnel.
Next, the council discussed the 'City-District Autonomy Decentralization TF Tasks' currently being promoted. The city-district autonomy decentralization TF is operated to clarify the administrative service providers between Seoul City and autonomous districts, enhance the efficiency of administrative services and convenience for residents, and realize practical autonomy decentralization.
So far, seven tasks for which continuous authority transfer has been requested to Seoul City have been selected and are being discussed with Seoul City, including ▲authority to establish and adjust village bus routes ▲authority to create and manage street trees ▲authority to decide district park creation plans ▲authority over ‘minor matters’ in redevelopment promotion plans, among others.
Lee Ki-jae, Secretary General of the District Mayors' Council and Mayor of Yangcheon-gu, who is the head of the autonomy decentralization TF task force, explained the contents, progress, and future operational directions of the TF tasks and requested the mayors’ interest and cooperation for substantial TF achievements going forward.
Additionally, Superintendent Cho Hee-yeon requested cooperation regarding the operation of Neulbom School and the pilot operation of the School Manager program.
Neulbom School is a comprehensive educational program that links various educational resources from schools and local communities outside of regular classes for first-grade elementary students. It is a system that integrates and improves existing elementary after-school programs and care classrooms.
The Office of Education sought cooperation from autonomous districts regarding space, programs, and personnel to promote Neulbom School ahead of its full implementation in the second semester of this year.
The 'School Manager Pilot Project' dispatches facility management personnel (School Managers) to ensure safety and security when schools open sports facilities (gymnasiums and playgrounds) and supports user liability insurance. This project is being piloted with one elementary, middle, and high school per autonomous district, totaling three schools.
The Office of Education requested cooperation from autonomous districts for direct dispatch operation of facility management personnel and facility insurance support, planning to expand to all 25 autonomous districts in cooperation with Seoul City after analyzing the pilot school operation results.
The 189th regular meeting, to be held jointly with Seoul City, is scheduled to take place at Seoul City Hall on April 17.
