Consent Rate for Jung-gu Yaksu Station Area Urban Public Housing Complex Project Reaches 70% in 25 Days

Jung-gu, Seoul (District Mayor Kim Gil-seong) announced that the urban public housing complex project near Yaksu Station has surpassed the required consent rate of 67% (two-thirds of landowners) for district designation, reaching 70%. This was achieved just 25 days after the start of consent form submissions.


In January this year, the Ministry of Land, Infrastructure and Transport stated that it would proceed with the designation of planned districts only in urban public housing complex project candidate sites where residents' willingness to participate exceeds 50%.


Accordingly, Jung-gu began preparations by sending informational mail to 780 landowners. Since the start of consent form submissions on the 1st of last month, the district dispatched staff to a 'visiting on-site support center' set up by residents to provide consultation support, aiding the collection of consent forms.


The effect was immediate. Within just 13 days from the start of consent form collection, the consent rate for planned district designation exceeded 50%, and within 25 days?less than a month?it surpassed the required rate for district designation.


Unlike other redevelopment projects that typically use specialized redevelopment companies, this achievement was made purely through residents' efforts and public support from the district office, making the result even more significant.


The urban public housing complex project, led by the Ministry of Land, Infrastructure and Transport and LH under the Public Housing Special Act, involves constructing a complex of public housing, office facilities, and retail spaces in low-rise, aging residential areas. Usually, local governments do not provide direct support such as promotion or consultation for these projects.


However, Jung-gu was different. The district not only provided on-site support but also operated an SNS band, sharing videos on how to fill out consent forms, media reports, and various promotional posters, maintaining steady communication and information sharing with residents to boost momentum.


Resident Jeong Chun-mo (76) from Yaksu-dong said, "There had been no progress for over 20 years due to claims of lack of feasibility, but with the district office's active support, the consent rate was surpassed at once," calling this achievement a 'miracle.'


With sufficient consent secured, LH will propose the designation of the planned district to the Ministry of Land, Infrastructure and Transport this month. The district is expected to be designated as a planned district as early as April, and once residents' consent forms are delivered to LH, LH will officially take charge of the project. The designation is expected to be confirmed and announced in the second half of this year.


Following this, through phased project procedures such as approval of the complex project plan, compensation and relocation, and demolition, a residential complex with 1,616 households in a 30-story building will be constructed near Yaksu Station (around Sindang-dong 346 area). Construction is expected to begin in 2028.


Kim Gil-seong, Mayor of Jung-gu, said, "Even after the project is officially led by LH, our district will not stand idle," adding, "We will continue to monitor the progress closely to ensure the project proceeds swiftly."
