Yongin City, Developer, Contractor, and SK Hynix Participate
Measures for Traffic, Permits, Parking, Accommodation, and Illegal Activities Established
A public-private task force (TF) team has been formed to support the construction of SK Hynix's semiconductor production line (Fab) to be built in the 'Yongin Semiconductor Cluster General Industrial Complex' in Wonsam-myeon, Cheoin-gu, Yongin-si, Gyeonggi-do.
Yongin City announced on the 22nd that it has officially launched a 'Comprehensive Measures TF' involving relevant city departments, related organizations, project implementers, construction companies, and SK Hynix officials in preparation for the groundbreaking of SK Hynix's semiconductor fab scheduled for March next year.

SK Hynix plans to begin construction of one of the four production lines at the Yongin Semiconductor Cluster, where site development is currently underway, in March next year, aiming for mass semiconductor production in the first half of 2027.
The TF is led by Hwang Jun-gi, the 2nd Deputy Mayor of Yongin City, and operates in four areas: traffic, permits, parking/accommodation, and illegal activities management. This is to prepare for various issues expected to arise when the large-scale construction begins, as approximately 10,000 construction workers per day?more than the current population of Wonsam-myeon?will enter the site.
To this end, on the 21st, the TF team visited the Samsung Electronics Pyeongtaek Campus fab construction site in the Godeok Internationalization Planning District general industrial complex in Pyeongtaek City. The TF team inspected local infrastructure such as parking lots and roads and gathered information from Samsung Electronics officials regarding site management related to the influx of a large number of construction workers.
The Pyeongtaek Campus fab and construction site reportedly have a daily floating population of up to 70,000 people. This includes 12,000 Samsung Electronics employees working in the three operating fabs, 20,000 subcontractors, and about 40,000 construction workers commuting for the construction of two fabs. Consequently, the Pyeongtaek Campus experiences severe traffic congestion during commuting hours, along with frequent complaints about illegal street vendors and illegal parking of cars, motorcycles, and electric kickboards.

Yongin City plans to alleviate traffic congestion during the construction of the semiconductor fab at the Yongin Semiconductor Cluster by early expanding roads necessary for access to the industrial complex and securing detour roads usable during the construction period. Additionally, the city will explore options such as establishing key parking lots around the complex and operating shuttle buses connecting the site.
Furthermore, pedestrian roads and idle land within the industrial complex will be fenced off in advance to block entry of street vendors. The project implementer will station parking management personnel around the industrial complex, and the city will enforce illegal parking regulations, establishing a continuous cooperation system. Regarding workers' accommodation and meals, the plan is to maximize the use of local private facilities for regional coexistence and respond proactively to any changes in circumstances.
A city official stated, "Since the joint goal of the city and the project implementer is to quickly operate the first fab of the Yongin Semiconductor Cluster, we will make thorough preparations in advance to minimize problems caused by the influx of large-scale construction workers and ensure the smooth progress of the project."
