Deputy Mayor Kim Receives Positive Feedback for Special Lecture on "Coaching Leadership of a Respected Officer - The Right Public Official" at Training for Seoul and Autonomous Districts' Upcoming Grade 5 Promotions Held at Seoul Human Resources Development Institute on the Afternoon of the 15th

Kim Sang-han, the First Deputy Mayor of Seoul, attracted attention by receiving high praise for leadership training provided to Seoul City Grade 5 (Assistant Manager) appointees who completed their education last week.
On the afternoon of the 15th, Deputy Mayor Kim gave a special lecture titled “Coaching Leadership of a Respected Assistant Manager ? The Right Public Official” at the Seoul Human Resources Development Institute for Seoul City and autonomous district Grade 5 promotion candidates.
At the start of the lecture, Deputy Mayor Kim asked, “Is there someone you respect?” He inquired whether there was a senior Seoul city official they respected and what qualities of that person they wished to emulate.
He questioned whether it was due to excellent character or outstanding work ability. He asked if there was a senior who possessed both good personality and skills, someone who was both likable and competent.
He then asked, “Are you a respected senior? Do your juniors want to emulate you?”
He also asked what kind of boss they wanted, giving four options: 1) smart and diligent boss, 2) smart and lazy boss, 3) dumb and diligent boss, 4) dumb and lazy boss.
He followed by asking what type of person they themselves were.
He also questioned what type of subordinate they preferred.
Then, he proposed making their own boss the “dumb and lazy type.”
He defined a manager as a person responsible for managing an organization, who guides and coordinates members to make efforts on their own to efficiently achieve the organization’s goals.
Specifically, what is the role of an assistant manager (team leader at City Hall, section chief at district office)?
He defined it as requiring practical work ability, accurate judgment, swift decision-making, and practicing coaching.
He also asserted that the easiest way to become a good boss is to ask when you don’t know, not to pretend to know everything, not to give orders (or force), but to persuade, and to think together. He urged showing one’s weaknesses.
He emphasized that in this rapidly changing era where roles of superior and subordinate have reversed, the younger generation knows the answers. A competent boss is one who draws out the potential of employees.
In particular, he advised not to look for employees who are already good at their work, but to create employees who become good at their work.
Along with this, Deputy Mayor Kim also explained tips for reporting.
He recommended asking about ambiguous instructions, always giving interim reports, meeting deadlines, and reporting from the perspective of the person receiving the report.
He said that reporting also requires practice and advised identifying expected questions.
Moreover, as a method of saying “NO,” he advised not to say “no” directly to the face. Assume the person giving the order already knows. Persuade with objective data.
Especially, as a way to handle one’s boss well, he advised taking initiative, striking first, not making excuses, and doing what is needed rather than what one wants to do.
To communicate with employees, give clear instructions and then wait. Praise should be given where others can hear, while scolding should be done where others cannot hear. Also, do not force but persuade. Do not blame for responsibility. Be clear about rewards and punishments, lead by example, and take responsibility.
Deputy Mayor Kim said that the atmosphere of a department is determined more than 80% by the department head and encouraged persuasion over orders, and trust over reprimands.
Dong-gu Mayor Kim Dong-jin, who attended the lecture, said, “Deputy Mayor Kim Sang-han’s lecture clearly explained what attitude a manager should have by giving examples, making it very easy to understand,” and added, “My colleagues also gave very positive evaluations.”
Deputy Mayor Kim graduated from Korea University’s Law School and entered Seoul City through the 37th Administrative Examination. Since starting his public service career as the head of Seongdong-gu, he has held key positions including Seoul City Newspaper Team Leader, Budget Officer, Director of Management Planning, Head of Regional Development Headquarters, Director of Human Resources Development Institute, Director of Administration Bureau, Director of Welfare Policy Office, and Director of Planning and Coordination Office, before taking on the role of First Deputy Mayor.
In particular, Deputy Mayor Kim is known for having clear convictions and leadership that considers subordinates, earning him many followers among juniors.
