Seocho-gu, Seoul (Mayor Jeon Seong-su) was selected as an excellent institution by receiving the highest grade, "A," in the "2023 Comprehensive Civil Service Evaluation."

The "2023 Comprehensive Civil Service Evaluation," hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission, evaluates 306 administrative agencies nationwide, including central government departments, city and provincial offices of education, and metropolitan and basic local governments, based on five categories and 19 indicators: civil service strategy and system, civil service system operation, handling of civil complaints via the National Sinmungo, grievance complaint handling, and civil service satisfaction.

Seocho-gu received high praise for operating the nation’s first "Digital Civil Service Window," reopening the smart civil service office, providing various customized civil services for residents, and promoting safety in civil service offices and protection of civil service officers, actively discovering customized civil service projects and civil service system improvement plans suited to local characteristics.

Among detailed indicators, Seocho-gu received perfect scores in three categories: "Head of Institution’s Civil Service Performance," "Protection of Vulnerable Civil Service Groups and Civil Service Officers," and "Provision of Civil Service Information and Operation of Civil Service Laws," and was rated excellent in "Civil Service Administration and System Improvement Plans" and "Civil Service Administrative Management Organization," achieving high scores overall.

The district operates the "Digital Civil Service Window," the nation’s first electronic civil service form creation system using QR codes. This has reduced processing time by approximately 50% compared to before. This year, Seocho-gu plans to build a smart civil service office expanded to the district and neighborhood community centers through system advancement.
