Full Disclosure of Budget Proposals Submitted to District Council on District Office Website 'Notices and Announcements' Section
Geumcheon-gu (Mayor Yu Seong-hoon) announced that it will fully disclose the budget proposal to be submitted to the district council for budget review in order to guarantee residents' right to know and enhance administrative transparency.
The district has prepared the "2024 First Supplemental Budget Proposal" and publicly disclosed the entire budget proposal on February 2 on the district office website under "Notices and Announcements."
Most local governments do not disclose budget proposals to residents before the council's review and approval, citing concerns such as hindering fair examination.
Geumcheon-gu has also only announced an outline of the budget proposal to be submitted to the council and disclosed the full budget document on the website after the council finalizes the budget.
Going forward, the district plans to disclose the entire budget proposal together with the council agenda announcements so that residents can participate in the budget formulation process. However, information that may cause benefits or disadvantages to specific individuals or other problematic issues will be partially withheld as an exception.
Yu Seong-hoon, Mayor of Geumcheon-gu, stated, "The benefit of guaranteeing residents' right to know about the budget formulation process and ensuring the appropriateness and transparency of budget preparation and local financial management outweighs the benefits of protecting fairness in work performance through non-disclosure. We will actively disclose information related to public institutions that closely affect residents' lives, as long as it does not violate the Information Disclosure Act."
