Experts: "Various Cultural Contents Are Needed
to Flexibly Operate According to Citizens' Cultural

Changwon Special City in Gyeongnam announced on the 31st a legislative notice for a partial amendment to the ‘Changwon Cultural Complex Town Management and Operation Ordinance,’ mainly expanding the operation contents of Changwon Cultural Complex Town to include various cultural contents such as K-pop.

The amendment is scheduled to be reviewed at the March extraordinary session after collecting opinions until February 20.


The city explained the background of the amendment, stating, “Currently, the cultural contents preferred by citizens have become very diverse, and K-contents have also widely entered daily life. We are promoting the ordinance amendment to enhance the usability of Changwon Cultural Complex Town and realize its functions.”


The main amendment includes changing the task of Changwon Cultural Complex Town from “cultural and artistic performances and exhibitions based on K-POP content” to “cultural and artistic performances and exhibitions based on cultural content,” thereby expanding the scope.


Additionally, “providing education and training for domestic and international aspiring K-POP artists” will be amended to “providing education and training on cultural content,” expanding the scope of education and the target audience.


The reason for this amendment is that the current ordinance defines Changwon Cultural Complex Town as a cultural and artistic space based on K-POP content. Accepting various cultural contents other than K-POP had functional limitations, making it difficult to find effective utilization methods.


Moreover, unlike in 2016 when the Changwon Cultural Complex Town project was promoted, recently, diverse K-contents consumption has become normalized in daily life, and the proportion of Hallyu contents has increased in various fields such as movies, dramas, beauty, and food, not just K-pop.


With the emergence of new contents and new cultural IPs, citizens’ cultural demands are diversifying in real time, making it inevitable that operating with only K-pop as a single content will face limitations.


The city expects that by enhancing the usability of Changwon Cultural Complex Town through this ordinance amendment, it will be possible to provide a wide range of cultural contents including K-pop content, thereby increasing opportunities for citizens to enjoy culture.


Kim Hyun-su, Director of the Economic and Job Creation Bureau, said, “After collecting residents’ opinions during the legislative notice period, we will complete the ordinance amendment and consider ways to successfully revitalize Changwon Cultural Complex Town so that citizens can use it as soon as possible.”
