Many Complaints from People in Their 20s to Over 50s

Analysis of complaints received last year showed that, except for teenagers, the 'transportation sector' such as new station establishments and metropolitan railway connections was the most frequent across all age groups.

On the 31st, the Anti-Corruption and Civil Rights Commission announced that the number of complaints collected through the '2023 Complaint Analysis System' reached 14.59 million, a 15% increase compared to the previous year. By sector, 'illegal parking' was the most common complaint, followed by improvements in transportation environment and residential environment.


By region, complaints were highest in Gyeonggi (31.5%), Seoul (14.6%), Incheon (8.4%), Busan (5.8%), and Daegu (5.1%). Based on population, complaints occurred relatively more in Daejeon, Incheon, Gwangju, Ulsan, and the Gyeonggi area. By generation, teenagers were most concerned with games and school, people in their 20s with military service and school, those in their 30s and 40s with transportation, school, and apartments, and those aged 50 and above with real estate.


By institution type, complaints increased in central administrative agencies (5.5%), local governments (26.4%), and public institutions (5.8%). Among central administrative agencies, complaints to the Low Fertility and Aging Society Committee surged by 12,850% compared to the previous year. Among education offices, Busan Metropolitan Office of Education saw a 100% increase compared to the previous year. Among public institutions, the Korea National Railway Corporation increased by 246% compared to the previous year.


An official from the Anti-Corruption and Civil Rights Commission stated, “We conduct in-depth analysis of complaints related to major national policies and social issues to identify problems and implications, and provide them to relevant agencies to support improvements in policies and systems that cause complaints.”
