Gyeonggi Province has launched the "Care for Everyone" program in January, one of the key welfare policies of the 8th term of the civilian government’s "Gyeonggi 360° Care."
"Care for Everyone" is a welfare project that supports part of the caregiving labor costs for all residents in crisis situations, regardless of age or income, and is divided into basic and expanded types.
The basic type is supported in nine areas including Yongin and Pyeongtaek, while the expanded type is available in six areas including Siheung and Icheon. Among these, six regions?Yongin, Gwangmyeong, Paju, Pocheon, Icheon, and Siheung?began accepting applications in January and are currently providing services. Yangpyeong, Gapyeong, Pyeongtaek, Gwacheon, Yeoncheon, and Anseong will start the program in February, and the remaining three cities/counties will begin in March.
The basic service includes five areas: ▲daily care supporting physical and household activities ▲accompaniment care supporting mobility ▲housing safety supporting simple repairs ▲meal support through lunchbox delivery ▲and temporary protection involving short-term admission to facilities.
The expanded type adds two more areas to the basic five services: rehabilitation care supporting customized exercise rehabilitation and psychological counseling supporting emotional and psychological stability.
The service support cost is up to 1.5 million KRW per person annually, and any resident can apply for services in their city or county and receive support if they meet the conditions.
Those with income at or below 120% of the median income receive services free of charge; those between 120% and 150% receive 50% support for usage fees; and those above 150% pay the full cost themselves.
Applicants can visit their local eup/myeon/dong administrative welfare center or apply online through Gyeonggi Minwon 24 and receive counseling. Inquiries are also available through the Gyeonggi Province Call Center 120 and the Emergency Welfare Hotline (010-4419-7722).
When a crisis situation is reported, the administrative welfare center conducts an immediate visit if it is an emergency, or within 72 hours for general cases. Afterward, a care plan is established and services are requested from the provider to be delivered.
Kim Dong-yeon, Governor of Gyeonggi Province, explained the background of introducing Care for Everyone, saying, "Care is not charity but an investment for a sustainable society, and any Gyeonggi resident can be a recipient of care."
