O Gwang-rok, Gwangju Seo-gu Council Member, Revises Ordinance on Outsourcing Office Work to Private Sector

The full revision of the "Ordinance on the Privatization of Administrative Affairs," proposed by Oh Gwang-rok, a member of the Seo-gu District Council in Gwangju Metropolitan City, has passed the standing committee.


The ordinance was prepared to designate the administrative affairs under the authority of the district mayor to be entrusted to the private sector, expand opportunities for autonomous administrative participation by the private sector, and improve administrative efficiency through the simplification of administrative tasks.


The main contents include ▲ Increasing the proportion of private members in the Private Entrustment Deliberation Committee to at least three-quarters of the total ▲ Establishing new provisions requiring the consent of the council for matters such as complete changes to entrusted tasks and changes in operation methods ▲ Adding a provision for recusal from deliberation when disqualification reasons apply ▲ Improving reasons for termination of entrustment contracts ▲ Adding a provision to include 'the scope of tasks when subcontracting to a third party' when concluding contracts.

On the 30th, Councilor Oh stated, "Through this full revision, it is expected that transparency and efficiency in all private entrustment tasks can be enhanced by supplementing recommendations from the Anti-Corruption and Civil Rights Commission and addressing deficiencies."
