Songpa-gu CCTV Control Voice Phishing Collector Arrested... 48 Million Won Damage Prevented

Songpa-gu (Mayor Seo Gang-seok) contributed to the on-site arrest of a voice phishing collector and prevented property damage to residents through the efforts of the CCTV Integrated Control Center on the 23rd.


At around 3 p.m. on the 23rd, a 112 report was received about a woman handing over a bundle of money to another woman in front of a church in Jamsil-dong.


The Songpa-gu CCTV Integrated Control Center immediately received a request for monitoring cooperation from the Songpa Police Station. After thoroughly monitoring the CCTV in the reported area, a suspect was spotted on the street through one of the cameras.


Continuing focused surveillance and tracking the suspect's movements in real time, the control center confirmed vehicle information such as the taxi's license plate number and taxi company name on the CCTV screen while the suspect was fleeing in a taxi, and reported it to the police.


Subsequently, the police guided the taxi to a nearby police station and successfully made an emergency arrest of the cash collector. The total amount of fraud damage prevented by the joint efforts of the district and police that day was 48 million KRW.


In particular, the well-established CCTV infrastructure played a key role in catching the phishing criminal. The district operates a total of 4,031 CCTVs installed on major roads, alleys, parks, and other locations within the area. Seventeen control operators monitor the CCTV 24/7 in shifts, ensuring residents' safety through prompt and appropriate responses to various incidents.


In fact, CCTV played a prominent role in several cases last year, including the early arrest of a suspect attempting fraud using a lost card and safely escorting a school violence victim who had threatened self-harm home. Accordingly, the district plans to install an additional 1,200 security cameras by 2026 to build an even denser social safety net.


Additionally, in October, the district introduced an “Intelligent Selective Surveillance and Rapid Missing Person Search System” using artificial intelligence, significantly enhancing initial response capabilities in emergencies. When AI detects risk factors among over 4,000 CCTVs, it displays the relevant footage for control operators to monitor directly, prompting immediate action.


The intelligent selective surveillance system is utilized in various situations including youth smoking prevention in parks, safety measures for intoxicated individuals, and escorting dementia patients home, contributing to securing the golden time during emergencies.


Thanks to these efforts, the district received the “2023 Smart City Certification” from the Ministry of Land, Infrastructure and Transport in December. The district was highly evaluated for its lifestyle-oriented smart projects aimed at creating a safe environment, from the introduction of the intelligent selective surveillance system to the multi-crowd convergence analysis platform and the establishment of smart poles for crime prevention.


Seo Gang-seok, Mayor of Songpa-gu, stated, “The arrest of the voice phishing collector once again proved the importance of administrative responses that ensure residents' safety.
