From February 7 to 13, a 7-day goal to create a safe and warm Seol environment for residents... Expansion of park and green space inspection targets, temporary operation of household waste transfer stations, increased support funds for social welfare facilities, suspension of COVID-19 task force and screening clinic operations
Guro-gu (Mayor Moon Heon-il) is implementing a comprehensive plan for the 2024 Lunar New Year to support the safety and warmth of its residents during the holiday.
The district has designated February 7 to 13 as the period for the Lunar New Year comprehensive plan and will operate a comprehensive situation room from February 8 to 13 to ensure prompt responses to any incidents in various sectors, minimizing inconvenience to residents.
The plan’s directions include ▲ securing residents' safety through the establishment of a safety accident prevention and response system ▲ preparing measures to alleviate inconveniences during the holiday that residents can directly feel and that are closely related to daily life ▲ creating a warm Lunar New Year atmosphere by providing special protection for vulnerable groups.
This comprehensive plan strengthens resident safety by expanding the inspection targets for parks and green spaces from 392 to 606 locations to prevent winter wildfires and enable early suppression in emergencies. Additionally, to reduce inconvenience caused by the suspension of household waste collection during the holiday, a temporary transfer station will be operated, and the scale of consolation funds for social welfare facilities will be increased as part of care and support for vulnerable groups.
With the downgrade of the COVID-19 infectious disease level, the COVID-19 task force and screening clinics will also cease operations.
The district emphasized these changes starting this Lunar New Year and introduced 19 detailed action items across five key areas.
Ensuring Resident Safety
The district has established a detailed reporting system to enable rapid response in emergencies during the holiday and maintains readiness to operate the ‘Integrated Disaster Site Support Headquarters’ in preparation for large-scale disasters.
From February 7 to 13, a snow removal safety headquarters will be operated, maintaining a snow removal duty system and implementing stepwise emergency duties according to snowfall amounts. Separately, a cold wave comprehensive situation room will be operated to manage climate conditions in real time to prevent damage caused by cold waves.
Safety inspections will be conducted on four public housing complexes comprising 11 buildings, one retaining wall, housing construction sites (two redevelopment sites, five reconstruction sites), 30 building construction sites, 56 disaster-vulnerable facilities, roads, and road facilities. Immediate corrective orders will be issued if any issues are found.
Comprehensive inspections will be conducted on large-scale stores, traditional markets, cinemas, performance and cultural facilities, sports facilities, and other multi-use facilities that attract crowds during the holiday, as well as parks, green spaces, forests, and river green areas vulnerable to fires in the dry winter season, ensuring perfect safety management.
From February 9 to 12, a health center medical guidance team capable of providing 24-hour emergency medical information will be in operation. From February 7 to 13, inspections on the implementation of origin labeling will be conducted targeting traditional markets and other small stores within the district.
Special Traffic Measures
The district will operate a traffic control situation room from 6 p.m. on February 8 to 9 a.m. on February 13. From 10 p.m. on February 8 to 2 a.m. on February 9, special guidance and crackdowns on business vehicle traffic violations will be conducted near major stations such as Sindorim Station, Guro Station, and Guro Digital Complex Station. From February 7 to 13, enforcement against illegal parking and stopping around six traditional markets in the district will be temporarily relaxed between 10 a.m. and 5 p.m.
Alleviating Resident Inconvenience
To ensure all residents can spend the holiday in a clean and pleasant environment, a cleaning situation room will be operated from February 9 to 12, and a three-stage cleaning plan will be implemented before, during, and after the holiday.
Due to the suspension of household waste collection for four days in each area according to designated collection days?Monday, Wednesday, Friday areas on February 8, 10, 11, and 13, and Sunday, Tuesday, Thursday areas from February 9 to 12?waste disposal will be restricted.
To minimize inconvenience caused by delayed waste collection, a temporary transfer station at Hangdong Guro Resource Circulation Center will be operated on February 9 and 12. During the holiday, a total of about 470 cleaning personnel, including public officials and sanitation workers (both direct employees and contractors), will be deployed to clean major streets and handle cleaning complaints.
To reduce residents’ shopping burdens, the district will also focus on price stabilization during the Lunar New Year holiday. Sixteen agricultural, livestock, and marine products such as cabbage, eggs, and yellow croaker have been designated as priority management items. The district will monitor price trends and guide businesses with price increases to lower prices. Furthermore, compliance with price display regulations?including sales price, unit price, and prohibition of recommended retail price display?will be inspected for each item to promote a sound distribution order.
From February 1 to 2, the Guro Hanmadang Market held at the district office plaza will feature participation from 27 local governments and 43 farms, selling 50 excellent local specialty products such as Korean beef, traditional sweets, and fruits at affordable prices. Discount events for ritual items and prize draws will be supported at Guro Market, Namguro Market, Garibong Market, Gocheok Neighborhood Market, and Gocheok Ground Alley Shopping District to promote the use of traditional markets.
Spending a Warm Holiday
To ensure no neighbors are left out before and after the holiday, Lunar New Year programs will be operated at three comprehensive social welfare centers in the district from February 6 to 12, and consolation funds will be delivered to low-income households, households with disabled members, national veterans, and social welfare facilities.
Customized support for vulnerable groups will also be strengthened. From February 5 to 13, designated as the ‘Intensive Welfare Check Period,’ the district will check on the well-being of 3,035 households at risk of social isolation and confirm the safety of 1,312 recipients of elderly customized care services and home support services through private organizations.
Additionally, the district plans to ensure that vulnerable groups such as seniors and children at risk of food insecurity continue to receive meals without interruption during the holiday and will strengthen patrols in areas vulnerable to homelessness by organizing homeless patrol teams.
Volunteer activities will be conducted targeting vulnerable groups such as low-income elderly living alone, disabled persons, and youth in cooperation with volunteer cooperation groups and volunteer camps in 16 neighborhoods. The Danjeongi Volunteer Group will visit low-income elderly living alone and disabled households with mobility difficulties on February 6 to provide hairdressing services.
Establishing Public Service Discipline
The district will conduct inspections to establish public service discipline across all district office departments, health centers, community service centers, and affiliated corporations and foundations until February 13. Focus will be on corruption such as bribery and entertainment, negligence of duty, and acts damaging dignity. Strict application of relevant regulations and severe disciplinary actions will be taken if violations are detected.
A Guro-gu official stated, “We will perfectly implement the Lunar New Year comprehensive plan to minimize inconveniences directly related to residents’ lives and ensure a safe and comfortable journey to and from hometowns.”
