Promotion of Ultra-High-Rise Residential and Commercial Complex on 40-Year-Old Icheon Terminal Site

Icheon-si Holds 'District Unit Plan Resident Proposal' Briefing Session

A 49-story super high-rise residential-commercial complex is expected to be built on the site of the Icheon Intercity Bus Terminal in Icheon-si, Gyeonggi-do, which was constructed 40 years ago.


On the 25th, Icheon City announced that it will hold a preliminary residents' briefing session on the "Icheon Terminal District Unit Plan," which includes this plan, at the city hall's main conference room on the 2nd of next month. The plan contains a proposal to cancel the existing urban planning facility (passenger car terminal) for the development of a residential-commercial complex on the Icheon Terminal site.

The Icheon Terminal area at 219-1 Jungri-dong, Icheon-si, was built in 1984 and has been in operation for 40 years. Due to the aging of the building, there have been ongoing complaints regarding safety issues and deterioration of the urban landscape. Especially after COVID-19, with users decreasing by 80%, the terminal has faced operational difficulties, and the possibility of redevelopment through a change of use has been steadily raised.


Accordingly, Icheon Terminal Development, the project implementer, is promoting the construction of a residential-commercial complex with a transfer station on the existing 7,428㎡ site. The complex is planned to have a total floor area of 135,596㎡, spanning from 7 basement floors to 49 above-ground floors. The building coverage ratio is 78.34%, and the floor area ratio is 1299%. The complex will include 532 apartment units.


Icheon Terminal is a prime location situated in the center of the old downtown area. To the south, it is close to the Jungri housing development district and the administrative town including the city hall. If the development is realized, it is expected to help revitalize the aging surrounding old downtown area.


Meanwhile, the district unit plan is an urban management plan that, according to the "National Land Planning and Utilization Act," can be proposed by private entities to the plan initiator. The initiator decides whether to accept the residents' proposal after prior consultations with related agencies, preliminary residents' briefing sessions, and advice from the urban planning committee, and then proceeds with the planning process.


An official from Icheon City said, "The residents' proposal for the Icheon Terminal district unit plan concerns the cancellation of terminal facilities, which is important for urban functions and structure," adding, "We will listen to the opinions of residents and experts as much as possible to contribute to creating a convenient urban infrastructure."
