Strong Criticism of Senior Executive Regular Personnel Reshuffle
Three labor unions of Gyeonggi Provincial Government, including the Gyeonggi Provincial Government Employees' Union, have sharply criticized Governor Kim Dong-yeon's recent regular personnel appointments of high-ranking officials such as department heads and deputy heads, drawing attention.
The three labor unions of the Gyeonggi Provincial Government?the Gyeonggi Provincial Government Employees' Union, the National Government Employees' Union Gyeonggi Branch, and the Gyeonggi Integrated Government Employees' Union?issued a joint statement on the 22nd expressing concern and lamentation over this year's first half regular personnel appointments of department heads, deputy heads, and section chiefs.
The three unions strongly criticized Governor Kim Dong-yeon's personnel decisions, stating, "The careers of over 30 years of diligent work have been completely disregarded, and appointments have been made based on recent few years' achievements."
They further pointed out, "In the civil service organizational society, seniority is a lifetime and public merit for each individual. Moreover, for those who started as Grade 9 public officials, promotions to department head, deputy head, or section chief are almost like reaching for the stars, and the individuals feel a sense of emptiness as their life and public merit collapse in an instant."
They added, "At the end of last year, the three unions jointly selected the Best (4 people) and Worst (3 people) executive public officials, but these union demands (to reflect the Best and Worst executive public officials in personnel decisions) were ignored. When the governor travels the world conducting diplomacy and attracting investment, why does he not realize that the hearts of internal staff are rotting?"
The three unions stated, "Since the meeting with the governor in August 2022, there has been no communication or dialogue with the unions representing the employees, which means the unions are being thoroughly ignored and neglected. If the voices of employees are ignored, the worst executive public officials are defended, and the painful voices of employees are not listened to, the unions will firmly oppose this."
Gyeonggi Province consecutively carried out personnel appointments: on the 28th of last month, department head level (34 people); on the 8th of this month, Grade 4 (22 people) and Grade 5 (57 people) promotions; and on the 12th, Grade 4 section chief level and below (93 people).
Meanwhile, inside the Gyeonggi Provincial Government, there has been ongoing controversy following the recent personnel appointments.
