Seongdong-gu Promotes 'Happy Management Season 3' Including Activation of Childcare Leave System

Seongdong-gu (Mayor Jung Won-oh) is promoting ‘Happy Management Season 3’ to create a workplace culture that balances work and life harmoniously.


This initiative aims to contribute to building a happy public service society amid a growing social trend of increasing resignation rates among rookie public officials in their 20s and 30s, who are exhausted by low wages and high-intensity civil complaints.


On the 11th, Seongdong-gu signed a joint labor-management agreement to promote ‘Happy Management Season 3’ together with the Seongdong-gu branch of the Seoul Regional Headquarters of the Korean Government Employees’ Union.


The agreement focuses on welfare and working environment improvements to foster a healthy and vibrant organizational culture where work and life are balanced.


It includes agreements between labor and management to ▲create a healthy and vibrant organizational culture through work-life balance ▲continue happy management projects that all employees can equally enjoy ▲enhance employee satisfaction through diverse and fair welfare projects.


This year, reflecting the labor-management council’s discussions, 10 new projects will be launched alongside existing happy management initiatives.


First, a congratulatory points support system was newly established for regular appointments following the probation period of new employees. Support for flu vaccination costs for winter health management will also be provided. Additionally, efforts will be made to activate the parental leave system for work-family balance and to subscribe to personal information liability insurance in preparation for personal information leakage accidents. Furthermore, various projects to improve working conditions will be promoted, including expanding the use of recreational facilities for employees to recharge their body and mind, expanding group insurance coverage, and supporting workplace clubs.


Seongdong-gu was the first local government to declare ‘Joint Labor-Management Happy Management’ in January 2022 and implemented 10 projects in employee welfare and working environment improvement. Marking 2022 as the inaugural year of happy management, it signed the ‘Happy Management Season 2 Joint Labor-Management Promotion Agreement’ in 2023 and carried out 20 projects. High employee satisfaction led to the launch of ‘Happy Management Season 3’ in 2024. It is expected to significantly enhance the quality of administrative services by increasing employee job satisfaction in the future.


Lee, a public official who participated in the agreement ceremony, said, “I feel that working conditions are gradually improving through the happy management projects. As the work environment improves, I can focus more on my duties,” adding, “With better working conditions, I will strive to provide more sincere administrative services to the residents.”


Jung Won-oh, Mayor of Seongdong-gu, stated, “We operate the happy management projects under the belief that improving employee job satisfaction leads to providing administrative services that increase resident satisfaction,” and added, “We will continue to do our best to create a happy workplace through welfare policies that understand employees’ needs and carefully consider the working environment.”
