Gangbuk-gu Supports Repair Costs and Insurance Enrollment for Electric Mobility Devices for Disabled Persons

Gangbuk-gu, Seoul (Mayor Lee Soon-hee) supports repair costs for electric assistive devices such as electric wheelchairs and electric scooters to guarantee mobility rights for people with disabilities.


The support targets registered disabled residents of Gangbuk-gu, covering 50% of repair costs up to a maximum of 100,000 KRW per person annually. For registered disabled persons who are basic livelihood security recipients or belong to the near-poverty class, the support limit increases to 300,000 KRW per year.


Applicants wishing to receive support can visit CareRun Medical Devices (101, 10 Samyang-ro 107-gil, Gangbuk-gu) or apply by phone with required documents such as a disability certificate or welfare card, and proof of basic livelihood security recipient status.


The district changed the project operation method from a consignment operation until 2022 to a company agreement (CareRun Medical Devices) from 2023, saving over 40 million KRW annually. By operating repair services primarily as on-site repairs, accessibility to the service has improved.


Accordingly, in 2023 (206 cases), the performance reached about 121% compared to 2022 (169 cases). A service satisfaction survey conducted on 10% of users last year, evaluating 10 items, scored 46.2 out of 50 points, increasing user satisfaction.


Additionally, since 2022, the district has enrolled in the ‘Electric Assistive Device (Electric Wheelchair, Electric Scooter) Insurance’ to prepare for accidents that may occur while registered disabled persons operate electric assistive devices.


This insurance is available to all registered disabled residents with their resident registration in Gangbuk-gu without a separate enrollment procedure. Coverage includes third-party bodily injury and property damage liability arising during the operation of electric assistive devices, with a maximum compensation limit of 20 million KRW.


Insurance claims can be made within three years from the date of the accident. For claims and other detailed information, inquiries can be made through the dedicated consultation window (WheelchairKorea.com).


Mayor Lee Soon-hee of Gangbuk-gu stated, “From this year, Gangbuk-gu has implemented home visits for marriage registration for persons with severe disabilities, and a disability-friendly beauty salon will operate starting next month. We will continue to introduce various projects to promote the rights of persons with disabilities.”
